    US-Soviet grain deal
displeases Farm Bureau
PARK RIDGE - The
initialing of the U.S. - Soviet
grain agreement formalizes
a breach of faith with
American farmers and
ranchers by the Ford Ad
ministration, William J.
Kuhfuss, president of the
American Farm Bureau
Federation, said here today.
“The Soviet agreement,
announced by President
Ford today, establishes a
dangerous precedent for
future political international
commodity agreements, and
constitutes further in
terference with the market

English Program
Regarding the English
Second Language program,
Dr. Winger told the Board
that there are now seven
Vietnamese children in
grades one through 12, one in
kindergarten, and one
Ugandan child and one
Korean child in kin
dergarten, none of whom are
fluent in English. He also
said there “probably will be
more to come.”
Under state law, a school
district must provide a
special English program for
any child not fluent in the
language. Last year the
district spent approximately
$3400 on this program and
had budgeted the same
amount for this year, before
the influx of Viet families at
the Gap.
Dr. Winger said that the
program could be acquired
through Intermediate Unit
13, which would send a
teacher into the district, at a
cost of about $5,000. The
Board authorized Dr. Winger
to go ahead with the IU 13
program.
