Apply for antlerless license Sept. 29 Antlcrlcss deer license applications will be accepted from Pennsylvania resident hunters beginning on Sep tember 29, under rules and regulations adopted by the Game Commission. Under the Game country treasurers arc designated as the Issuing agents for untlcrlcss licenses. The Game I-aw provides that antlcrlcss deer licenses “shall be issued without restriction or regard to the county residence of the I,aw, Pennsylvania applicant." Basically, guidelines established last year for receiving applications and for issuing antlcrlcss deer licenses will be followed in 1975. The Game Commission’s rules and regulations on the issuance of antlcrless deer licenses follow; 1. Only the original an tlcrless deer license ap plication form issued as a part of the hunter’s license shall be valid for making application for an antlerless deer license. 2. No person shall make application for more than one antlerless deer license under any circumstances. 3. The antlerless license application form issued with the hunting license shall not be transferable or used by any other person. 4. County treasurers shall accept applications for antlerless licenses by mail only starting with the opening of treasurers’ of fices for business on Sep tember 29. 5. Applications submitted by mad shall be in ac cordance with the following regulations: a. Limited to one ap plication per envelope. b. Name and legal home address of the applicant shall be placed on the outside top left corner of the front of the envelope. c. The words “Antlerless Deer License Application” shall be affixed on the out side lower left hand corner of the front of the envelope. d. Remittance shall be only in the form of check or money order in the amount of $3.35, made payable to “County Treasurer.” The remittance includes postage. e. Person applying for a license must complete (type or print for mailing) all three sections of the application. 6. County treasures shall issue antlerless licenses by mail only no earlier than the opening of their respective offices for business on Oc tober 6 All licenses shall be mailed to successful ap plicants no later than November 14. If the county quota of antlerless licenses has not been exhausted by November 14, applications may continue to be received and licenses issued until the supply is depleted. 7 A county treasurer electing to conduct an im partial, random, public drawing observed by sportsmen and other in terested persons to select applications for the issuance of antlcrlcss licenses may do so if the first six steps listed previously are followed and if the county treasurer an nounces the date, time and place of the drawing to all available news media in the area at least one week in advance of the drawing. Such drawing shall be conducted between October 1 and October 4, both dated inclusive. Thus far, the following county treasurers have notified the Game Com mission that they will hold drawings for antlerless licenses on these dates listed: Berks, Dauphin, Franklin, Schuylkill, Oc tober 1; Bucks and Lehigh, October 2; Jefferson, Lebanon, Westmoreland, October 4. 8. County treasurers shall return all unsuccessful applications at the earliest possible date, but in any event no later than October 14, in order that the ap plicant may re-apply to another county which may have licenses available. 9. Any unsuccessful ap plicant whose application has been returned may, by changing the county designation in which he or she wishes to hunt, re-apply in another county which has unsold licenses available. This year, applications for antlerless deer licenses shall not be accepted from nonresidents of Penn sylvania by any county treasurer prior to November 15, and no antlerless deer license shall be issued to any nonresident of Pennsylvania prior to November 15. Alien residents of Penn sylvania will be considered as regular residents when applying for antlerless licenses in 1975, while an alien nonresident will be considered as a regular nonresident when applying for an antlerless license. The Game Commission is aware of the possibility that some sportsmen who may wish to hunt as a group may not all obtain antlerless licenses for a particular county But since the an tlerless season is essentially a deer management tool, not all hunters’ wishes can be accommodated during an antlerless season as is done in buck season. A father or mother who is an unsuccessful applicant may accompany a son or daughter if the parent does not carry a firearm or bow and arrow or drive deer, and the same is true if the son or daughter is the unsuccessful applicant.
