Requiring Covers on Hauling By Truck Senate Bill 412 would require all open trucks hauling loads of sand, cin ders, gravel, stones, and dirt to have a tarpaulin or other adequate and suitable cover to prevent its falling, spilling, or blowing upon the highway. PPF has requested an agricultural amendment to exclude vehicles traveling less than 10 miles on secondary roads. Requiring Fluorescent Orange for Hunting Senate Bill 501 and House Bill 1330 would require wearing on the back and chest or a cape of fluorescent orange color material for hunting. Sales Tax Exemption for Game Birds House Bill 743 would exempt game birds from the Pennsylvania Sales Tax. PPF and the Pennsylvania Game Bird Breeders Association successfully had a similar bill pass both houses last year only to have the Governor veto the bill. This time around, it is in tended to make sure the Governor understands the importance of the bill and the insignificance of the revenue loss. Bonding Co-Ops House Bill 613 would require each association organized under the provisions of the “Cooperative Agricultural Association Act” to be bonded in a sum equal to the value of the products produced by the Association in any two months during the preceding calendar year but not to exceed $200,000. Licensing of Farm Produce Dealers House Bill 612 amends the 38 year old act dealing with the licensing and regulation of farm produce dealers. Similar to the Federal law, shipments or purchases of farm produce having a gross value of more than $5OO would be covered by the law, excluding agricultural cooperatives and purchases covered by a written con tract. Dealers will pay $25 for a license which can be revoked if the dealer rejected, dumped or destroyed any shipment of farm produce without just cause. Dealers would no longer have up to 48 hours to pay the producer; payment in full would have to be made upon acceptance of the farm produce. Dating for Poultry . and Egg Products Two bills introduced in the House and Senate seem to be a contradiction of each other. House Bill 486 would require the date of the last day the product can be sold while Senate Bill 328 would require the packaging date to appear on the label. The Pennsylvania Poultry Federation, (PPF), in formed the legislature of its opposition to H.B. 486 since there is no way of deter mining the last day of sale for eggs. Eggs have different deterioration levels depending upon quality, size, storage facilities, etc. In addition, PPF pointed out all the labeling laws already in existence for many of its products which adequately protect the consumer. State Tax Increase on Gasoline and Highway Use Tax House Bill 1298 raised the additional Pennsylvania State tax on gasoline from one cent to two cents. House Bill 1304 will impose a tax on out-of-state commercial motor vehicles having more than two axles at the rate of .025 cents per mile while traveling in Pennsylvania. One thing all our govern ments seem agreed upon is Lancaster Farming, Saturday, July 19.1975 “let’s stop people from buying gasoline.” House Bill 1182 would require all passenger vehicles designed to carry not more than nine persons to get 15 miles per gallon in 1976; 17 miles per gallon in 1977; and 19 miles per gallon in 1978 - or it cannot be titled and sold. Open Dating for Perishibles Senate Bill 680 would require a “pull date”, which is nothing more than a last day it can be sold for products that can suffer in quality within 60 days of the date of packaging. Meat, poultry, seafood, and fresh produce are excluded, but not eggs. Apparently, the bill is intended to protect the consumer from products he cannot visually determine if there is any loss of quality. Vehicle Inspection Once a Year House Bill 1018 would amend Section 834 (Official Inspections) of the Vehicle Code to require inspections only once a year instead of the present requirement of twice a year. The bill would affect everyone whose vehicle presently falls under the classification of a motor vehicle - private autos, buses, tractor trailers, etc. Outlawing Compulsory Unions House Bill 990 would require in the next general election after passage a question on the ballot to determine the will of the electorate in regard to the condition whereby an em ployee is required to join or pay fees to a labor union as a condition of employment.
