The term “stationary” allowance is confusing. It leaves a false impression about the real nature of this money. In fact, it is a discretionary expense allowance to cover not only office supplies, but other miscellaneous costs faced by a member of Congress. As a comparison, many people get disturbed when they read that the House Doorkeeper makes $40,000 per year because they think this kind of money is being paid to someone to open doors for Congressmen. Actually, the Doorkeeper is an ad ministrator responsible for supervising thousands of employees. What I am saying is that Capitol Hill labels are not always to be taken literally. Let me give you an idea of what kinds of things I use my $6OOO of expense money to pay for. Last year $3OOO of it went for office-related supplies, leaving $3OOO which I withdrew from the stationary fund to pay for other job-related costs. Here is where that $3OOO went: The money is taxable so that in my tax bracket I really ended up with only $l6OO after taxes. While I get reimbursed for my travel between my District and Washington, I receive nothing for the 7000 to 8000 miles of travel within the congressional district. There is a tax deduction provided me for the ex penses I incur while living in Washington, but the deduction totals $3OOO. Last year my apartment, the telephone in that apartment and my meals cost me at least $3BOO. However, since in my tax bracket the $3OOO deduction nets me only $l6OO in actual dollars, the real difference between what I get deducted and what I pay out totals $2200. My expense .money helps off-set that cost difference. There is an office in my home that must be main tained because of my Job. In fact, on weekends it’s often a rather busy office. There is no allowance covering the expense of maintaining that office, so part of my expense money helps purchase supplies for there. Though many people believe that Congressmen get all kinds of money with which to entertain con stituents at lunch or dinner, the fact is we get none. Therefore, some of the ex pense money paid for necessary and expected entertaining. All told, the items I have mentioned cost me about $5BOO which I used a net of $l6OO in expense money to cover. That means my out of-pocket costs for these legitimate expenses came to approximately $4OOO. Of course, Congressmen do get allowances for things like paying staff, but any money left over in those accounts reverts to the Treasury, not to me.
