We have also identified areas where the eradication program needs to be strengthened-- particularly in those 11 problem states. "With our current level of funding,” he continued, “we can maintain the eradication effort at an adequate level during the first six months of 1975 and, hopefully, intensify our efforts during the last six months.” In other APHIS animal health programs, nearly 7,300 cases of screw worms were reported during 1974, compared with 15,000 in 1973. Work continued on con struction of a new sterile screwworm fly factory in Tuxtla Gutierrez in southern Mexico, as part of a joint U.S. -Mexico screwworm’ eradication program. This program is designed to push a screwworm barrier zone south from the 2,000- mile long U.S.-Mexico border to the 135-mile-wide Isthmus of Tehuantepec in southern Mexico. Com pletion of this eradication program should prevent future seasonal invasions of screwworms into the United States. As a part of APHIS continuing effort to keep foot-and-mouth disease (FMD) out of the United States, agreements were signed during 1974 with Panama and Colombia. Under these agreements, all three countries are cooperating to prevent FMD from crossing the Darien Gap-an area of dense jungle and rain forest which acts as a natural barrier to the in troduction of this costly disease from infected countries of South America. When these buffer zones arc completed, it will permit construction of the last segment of the Pan- American highway across the Darien Gap In other APHIS veterinary services programs during 1974, horse owners and trainers paid over $lB,OOO in civil and criminal penalties for violating the Horse Protection Act, which outlaws the cruel and inhumane practice of “soring” Tennessee Walking Horses to enhance their gait in the show ring. APHIS officials reported that use of the thermovision machme-a heat-sensitive scanner that reveals irritated and in flamed flesh-was a prune factor in detecting sored horses. The thermovision machine uses infrared electronic signals to record temperature readings on a screen, with the results shown color patterns that can be photographed and used as evidence in legal proceedings. Under the Animal Welfare Act, APHIS has licensed or registered about 5,000 animal dealers, 1,200 exhibitors and 1,000 research facilities using animals in research. In September 1974, a special task force of APHIS veterinarians and livestock inspectors, in cooperation with state animal health workers, moved in to control an outbreak of bovine tuberculosis in Georgia. Because of numerous sales from the original infected herd, between 700 and 800 potentially infected herds in Georgia and surrounding states have to be treated for TB. In this area, APHIS officials also took action in mid-year to speed up the distribution of anthrax vaccine to livestock producers in central Texas, to help state officials contain an outbreak of that disease. Efforts to eliminate cattle scabies outbreaks in south western and midwestern states continued during 1974. A total of 39 infected herds in six states were located and treated to eliminate scabies mites. In 1973, cattle scabies was found in 48 herds in ten states. A program to eradicate an outbreak of cattle fever ticks discovered around Alice, Tex., in August, 1972 also continued.
