FCA Reorganization
Governor W. M. Harding
today announced a
reorganization of the Farm
Credit Administration
designed to place greater
emphasis in the areas of
finance and funding of the
Farm Credit System and on
improved communications
with the Banks and
Associations of the System.
Harding said the new FCA
organization plan, to be
implemented January 1,
involves the creation of three
major offices headed by
deputy governors the
Office of Credit and
Operations, Office of
Finance and Research, and
Office of Administration.
Key posts will be filled by
Carroll K. Cardwell as
Deputy Governor, Credit and
Operations; Dr. Gene L.
Swackhamer, Deputy
Governor, Finance and
Research; and Jon F.
Greeneisen, Deputy
Governor, Administration.
All three are career FCA
employees.
Current FCA organization
also includes three deputy
governors Credit Service,
headed by Harding until his
appointment as Governor
November 1; Operations and
Finance, a post currently
vacant; and Bank Services,
headed by Greeneisen.

serves as Director of the
Research Division and
Cardwell as Acting Director
ot Credit Service.
Harding described the
reorganization as along
functional lines and said it
will enable the agency to
give proper emphasis to
finance and funding, better
define operating respon
sibilities, improve internal
coordination and establish
continuity for agency
operations.
The Office of Credit and
Operations will concentrate
on Bank supervision and
contacts, credit and
operational review, and will
provide services in the areas
of capital management,
operations, accounting and
reports.
The Office of Finance and
Research will fulfill FCA
responsibilities m System
funding and financial and
economic research.
The Office of Ad
ministration will include
personnel, administration,
and information divisions.
Included in administration
will be budget and accounts,
as well as other ad
ministrative services.
FCA is an independent
Federal agency responsible
for supervision of the
borrower-owned Banks and
Associations of the Farm
Credit System. Included are
Federal Land Banks and
Federal Land Bank
Associations, Federal In
termediate Credit Banks and
Production Credit
Associations, and Banks for
Cooperatives. As a group
they have loans outstanding
to farmers and farmer
cooperatives totaling $25
billion.

Miller Honored

Welding Course Slated
An evening arc welding
school for farmers and other
interested persons will begin
Thursday, January 16, at
7:00 at the Garden Spot High
School Vocational
Agriculture Department.
The School will be conducted
one night a week for five
consecutive Thursday
nights. It is designed for
beginners and others in
terested in improving their
welding skills.
Robert Woods, Vocational
Agriculture Teacher at the
high school will teach
welding in the various
positions, on different kinds
of metal, welding cast iron,
hard surfacing, cutting, and
brazing with an arc welder.
Everyone who attends will
receive a certified diploma if
they attend all five sessions.
A fee of $6.00 will be charged
for the course and all
materials needed will be
provided free of charge.
The course is based on
instruction developed by the
Lincoln Electric Company
who makes arc welding
equipment and has been
conducting welding schools
since 1917. The Farmersville
Equipment Company will
sponsor the course.
The welding school will be
limited to twenty persons.
Anyone interested in the
course should contact the
Agriculture Department of
the Garden Spot High School
by Friday, January 3.
Persons interested in taking
the course should call the
high school between 8:00 and
3:00,
