The pesticide law, which will be administered by Nixon's bureau, will im plement at a state level, federal pesticide laws which regulate the application of pesticides according to their potency and effectiveness. The Bureau of Plant In dustry is now drafting regulations that will attempt to regulate application of the pesticides. Certification will be given upon passing a certification exam. The program will be fully im plemented by 1976. The bureau cannot im plement the program or make a final draft until they are given a list of the af fected pesticides by The U.S. Environmental Protection Agency. Until this list is released, manufacturers and blenders say they’ll have a hard time planning their products. Lawn and garden manufacturers would not want to put restricted pesticides in their products.
