It's your fight ogoinst irresponsible state
administration and extravagant state spending.
It’s unfortunate that any of the issues in this election have to be
unpleasant. We wish that weren’t the case - for your sake.
Because if Shapp ran a responsible administration, you’d alt be
better off now.
But when 680 political appointments are made without Senate
approval, you Know someone’s slipping up somewhere. And
when the Senate finds that 398 of these appointments are in
valid, you realize the extent of administrative bungling. Blunders
like that cost the taxpayers money.
There’s a way for you to fight mismanagement in state govern
ment. Through your legislators. Your legislators are your voice m
Harrisburg. And it’s up to you to make sure they’re fighting on
your side. We have a good, honest Republican team there now.
Working against a slipshod state administration and careless
spending. Give them your support - vote.
Who's really responsible for the state income
The Shapp administration has been doing a lot of crowing about
the reduction in the personal income tax. Naturally, they’d like to
take the credit. But did you know that it was actually the
Republican legislature that forced the tax reduction on the
Shapp machine? It sure was ...
It was January 1973. During the previous three years under
Democratic control, the state budget had more than doubled.
And Shapp’s 2.3 percent income tax was the source of money for
this growing monster.

But the last election had put the Republicans in control of the
legislature. And when they set to work they didn’t waste any
time. First they put a limit on the state budget. No frills, no ex
tras. Just what was necessary. Then, to coincide with the new,
limited budget, they cut the personal income tax to a flat 2
percent permanently. Because less spending by the state means
less money from the taxpayer.
Their action saved Pennsylvania taxpayers $300,OOO,(XX). Yes,
$300,000,000 that might have been carelessly wasted by the
Shapp administration.
*232,000,000 - con you afford mistakes like that?
A federal study shows that every year, the stale of Pennsylvania
hands out $232,000,000 in welfare payments to ineligible
recipients. In fact, almost half (49.7 percent) of all people on
welfare are overpaid, underpaid or ineligible. And the taxpayers
are being asked to pay for these mistakes.
And that's only half the story. Unless these mistakes are
corrected, the state stands to lose another $45,000,000 in
federal funds. All 'due to carelessness.
Our Republican team is pushing for welfare reform. Trying to
close the loopholes. To eliminate waste and unnecessary
spending. To make sure that the people who receive assistance
are those who really need it. Keep them going strong. Get out
and vote. Republican.
Tear out this list and take it with you to thd polls.

to you. And who care about what’s important to you. You, the
