Proposals Made for Rural Development Will Erwin, USDA Assistant Secretary for Rural Development, will discuss implementation of the Rural Development Act of 1972 with state officials Jan. 22 at 1 p.m. at the Agriculture Building in Harrisburg, it was an- nounced by Pennsylvania Agriculture Secretary Jim McHale. Congress appropriated nearly $1 billion under the Act for 1974 for various projects to revive rural communities. McHale said the Com monwealth has submitted proposals to Washington on how it intends to spend federal funds for developemnt of Penn sylvania’s rural com munities. The porposals were drawn up by the Agriculture Department in cooperation with Penn sylvania State University and the Governor’s Office of State Planning and Development. The federal Rural Development program is designed to provide loans and grants to small towns for public facilities to attract industry. McHale said ap propriations under the Rural Development Act will be vital to Pennsylvania which has the largest rural population in the nation - 3.5 million people. The Secretary said Penn sylvania’s rural com munities can no longer, support health, tran sportation, education and other human services, much less build sewer and water facilities to attract job giving industries. “The loss of one third of our farmers since 1960 and related retail and marketing businesses has left these communities without a viable tax base,” said McHale.
