Wilbur Garman, manager of the bank’s Willow Street office; Joseph Devine, owner of Devine’s; and Richard Spence owner of the mobile July 1977 Runoff Feedlot effluent limitations guidelines proposed by the En vironmental Protection Agency (EPA) will affect most segments of the concentrated livestock and poultry production industries in the nation, according to the U.S. Department of Agriculture. As differentiated from pasture or rangeland conditions, the proposed EPA regulations state that “.... ‘feedlot’ shall mean a concentrated, confined animal or poultry growing operation for meat, milk, or egg production, or stabling, in pens or houses wherein the animals or poultry are fed at the place of confin ement and crop production is not sustained in the area of con finement.” In issuing the proposed effluent limitations, EPA pointed out that “water pollution from the feedlot industry is almost wholly predicated upon the occurrence of a rainfall event which causes surface runoff of manure. The other potential source is from discharges due either to the wash-down or flushing of wastes from pens, barns or other feedlot facilities or overflows from continuous flow watering systems. Since the effect of rainfall runoff is generally much greater than these other sources of discharge, it is the control of runoff thereof which must provide the baseline for effluent limitations.” The EPA proposal was published in the Federal Register of Sept. 7, 1973. The proposed limitations are tied to two dates. By July 1, 1977, all beef cattle, swine, dairy, sheep, and poultry “feedlot” operations (except ducks) will be required to have in use the “best practicable control technology available” to control runoff. The 1977 proposed standards are based upon the “feedlot” operator having storage capacity for each operation which will contain waste water plus the me. PRICE. A dinner at the Strasburg Sportsmen’s Lodge was held after the tournament. The winner of the golfing contest was John Emich, of Binkley & Ober, Inc., East Petersburg. The 1983 proposed standards are based upon a storage capacity for the “feedlot” operations which will contain waste water plus the runoff from a 24-hour storm event likely to occur in a 25-year period. In addition, new facilities constructed after these regulations go into effect will be required to have in use pollution control facilities to meet the 1983 standards. All “feedlot” operations will be - expected to comply with these standards. Under the provisions of the National Pollution Discharge Elimination System (NPDES), large operators will feel the effects of the guidelines sooner because they are required to register and obtain permits which are based on the guidelines. This proposal was published in the Federal Register of May 3, 1973. All persons interested in submitting written comments on EPA’s proposed “feedlot” regulations must do so not later than October 9, 1973.
