Wilbur Martin News Reporter In an appeal to the Ad ministration made in Min neapolis, grain cooperative leaders declared by resolution that existing contracts must be honored if the U.S. is to maintain its role as a reliable supplier of grain to world markets. “Contract cancellation not only damages commercial trading in the shortrun,” said Grain Federation director Glen D. Hofer, “it also threatens our long- run efforts to negotiate more open world markets.” Hofer stated that the U. S. must act in a responsible manner consistent with current efforts for major negotiations and world trade expansion. “We must not,” he asserted, “disrupt our potential markets abroad, our credibility as a dependable supplier, or our opportunities to develop more effective trading rules in the forthcoming GATT negotia- tions.” The grain cooperative spokesman said that cancellation of soybean contracts has already damaged the United States considerably in its trade relations. He said we can’t afford further abrupt actions which go too far in export control. Hofer declared that the NCFC SALES & SERVICE Case 3 Bottom $ I.H. No. 210 Roll over $ I.H. 531 $ M.F. S. efforts to monitor trade more carefully. “We recognize,” he said, “that some form of licensing or allocation of supply in critical situations of shortage may be necessary to adequately protect U. S. consumer interests. “However,” Hofer added, “this should be preceded by careful and thorough consultations with our world customers. We must respect their needs. This is particularly evident as we enter a new era when the U. S. must import a growing share of its own critical energy and raw material needs.” The Grain Federation Division of the NCFC serves ap proximately 1.4 million U.
