The workshops, held at a regional training center, will provide a subject matter background for assisting rural leaders with public decision making and community leadership, Dr. Howell added. Rural problems dealt with will include land-use planning, taxation, economic development, poverty, and farm income. Instructors will be drawn from the Penn State faculty and selected for their specialized knowledge in the topics to be studied. In addition, recognized leaders from organizations, government, and industry will lead discussions on problems with which they have first-hand experience.
