Flood Prevention Dams Under Construction
State Conservationist Benny
Martin, Soil Conservation Ser
vice, announced that the 50th
flood prevention dam is nearing
completion in Pennsylvania
Eight other dams are now under
construction he reported
Martin said all of the dams are
located in the headwater streams
to protect agriculture, utilities,
public facilities, and com
munities in the floodplain. Some
of the dams store water for
municipal and industrial uses,
recreation and fish and wildlife.
They are built with federal
assistance under the small
watershed program ad
ministered by the Soil Con
servation Service

Hamburg remained flood free. In
other areas the dams reduced
flooding considerably, Martin
added
The state conservationist said
watershed projects are under
way in 33 counties and cover one
and a half million acres Over 100
dams have been planned in these
watersheds to prevent floods and
reduce stream sedimentation
Terracing, tree planting,
contour farming and improved
grass and woodland are im
portant in watershed work. These
measures, Martin said, improve
agriculture, create new homes

for wildlife and hold back
sediment and nutrients from the
streams.
In Pennsylvania, watershed
work is done in close cooperation
with the local people and state
and federal agencies.
Engineering designs and the cost
of building the dams for flood
prevention are born by the
federal government. The local
people provide the land rights
and maintain the completed
dams
In feasible projects the federal
government may cost-share m
building recreation facilities and
enlarging the dams to store water
for recreation and fish and
wildlife, Martin added.
Scores of communities have
applied for local flood prevention
projects following Hurricane
Agnes. Soil Conservation Service
engineers are evaluating the
areas to determine whether they
qualify for federal assistance
under the small watershed
program. All projects must show
a favorable cost-benefit ratio and
the local people are required to
assume a strong leadership role
in order to qualify for federal
assistance, Martin reported.
