PFA’s proposal endorses all of the cuts proposed by the Ad ministration - including the substantial reduction in CCC outlays - except in Cooperative. State Research Service (CSRS) and the Rural Environmental Assistance Program (REAP). PFA is recommending restoration of a cut of $14.3 million in research spending which would allow CSRS to operate in 1974 at the same level as in 1973. PFA also is recommending that a federal program of cost sharing under REAP be provided to farmers, but only for those soil and water conservation practices and structures which actually contribute to the attainment of pollution prevention, enduring conservation, and environmental enhancement. An appropriation not in excess of $lOO million is recommended. Neither of PFA’s recom mendations for increases in the Administration’s budget for USDA would result in increasing 1974 outlays above 1973 levels The net effect of PFA’s proposals ' would be a reduction of $386 million in USDA spending in 1974. This would reduce the depart ment’s spending in fiscal 1974 by 6.3 percent from the fiscal 1973 figure.
