Nevertheless, he declared, the consumption of energy should be encouraged, provid ing it is used efficiently for socially desirable ends, be cause “it inevitably increases the overall efficiency of our economy.” The National Council on Alcoholism estimates that from five to ten per cent of any given group of workers in the nation suffer from pro gressive alcoholism. 23
