Ever since the President
presented his latest budget
request, it has been the subject of
commentary, criticism and
confusion. Many things have
been said in favor of it that
overstate the case somewhat. On
the other hand, many things have
been said against it that
misrepresent reality.
Much of thetalk in favor of the
budget centers on it as a symbol
of financial responsibility. While
there is no doubt that it does hold
the line and does not require new
taxes, there is a $l2 billion deficit
to contend with It seems to me
that any budget that relies on so
much deficit spending cannot be
called the ultimate in good
financial management.
Budget critics, however, are
not for the most part, knocking
the deficit The criticism is
centered mainly on the proposals
to cut out some programs and
consolidate others.
The whole business of program
cuts has been badly distorted.
There are many people who have
been given the impression that
the budget proposes to cut out all
or most money for poverty,
education, services for the
elderly and aid to the disabled
Such impressions are being
encouraged primarily by groups
(hat stand to be left out in the cold
if their particular program gets
eliminated or consolidated. Their
worries are real, but rather self
serving. And their arguments
often bear little relationship to
the real budget story. In all
catergories of social programs,
the budget is more generous than
stingy
One of the more controversial
items has been the proposal to do
away with the Office of Economic
Opportunity. I happen to agree
with the President that this is an
agency which has outlived its
usefulness, but that opinion is
regarded by some people as an

to help the poor.
What has not been made clear,
evidently, is that cutting out OEO
will not affect services to the
poor. What it will eliminate is the
bureaucracy that has made a
full-time job out of keeping the
poverty crisis going and in the
process has eaten up most of the
funds
Services to the poor like Head
Start. Medical centers and legal
programs are not going to be lost
because OEO closes its doors.
Those programs that have shown
themselves to be worthwhile
locally and-or nationally will
simply receive their funding
from other sources.
Head Start is an example of
something which already has left
OEO and been transferred to the
Department of Health, Education
and Welfare. This transfer took
place several months ago, and
Head Start no longer depends on
poverty program money for its
operation Now it is a regular
part of the HEW budget, and the
'new requests call for it to get
more funds than ever before.
Keeping worthwhile efforts by
consolidating them, and
eliminating -programs that no
longer are needed makes sense to
me. And, in 4he long run, the
people the government intends to
serve will probably be better
served because the result will be

Grout noted, it’s important to
keep bedding out of the manure,
becauseit can clog up the pumps
that extract the liquid from the

Because very little bedding is
recommended for stanchion barn
systems, Grout said cows can
become extremely dirty. One
solution to this problem is to
install wide gutters covered with
grates. , There’s a system
operating in Chester County
where manure from the barn
moves down through the gutters
by gravity, through a tile line and
into the storage pit, all without
mechanical aids.
Lagoons are another method
for storing liquid manure, but
Grout doesn’t feel it’s practical
for this area. Many farms in the
southern part of the country are
able to use lagoons because
microorganisms and aeration
help keep odors under control.
With the colder winters in the
north, however, .these
microorganisms are often
greater efficiency and less waste.
That is what the new budget
really sets out to promote, and
why when the facts are known it
will get a great deal of public
support.

While liquid manure storage
systems help solve daily odor
problems, -odors can be very
pronounced and objectionable
when the waste is removed from
the pit for storage. To curb
complaints from neighbors,
Grout recommended plowing
manure down as soon as it’s
applied. It’s also possible, he
said, to inject the waste directly
into the soil, and noted that there
are several pieces of equipment
available to do this job.
