This Bird Movement Permission The U S Department of Agriculture announced changes in its quarantine regulations which will allow owners of caged pet birds to move them from , areas under Federal quarantine for poultry disease such as exotic Newcastle The change will alleviate hardships experienced by traveling pet bird owners because of quarantines imposed in southern California and Puerto Rico by USDA’s Animal and Plant Health Inspection Service (APHIS) to halt the spread of exotic Newcastle disease of poultry and other birds APHIS official*; explained that the changes wiU permit a bird owner to transport two caged pet birds out of a quarantine area. In order to transport the birds, the owner has to meet two requirements -Present a notarized statement to quarantine authorities that the birds have been in the owner’s possession for at least 90 days, that the birds are healthy, and they have not been in contact with poultry or other birds during that period - Keep the birds in isolation for 30 days after they are moved and make them available for in spection by State or Federal authorities •MORE MILK ‘MORE MEAT • MORE PROFIT WITH MAD? In addition, the entire Commonwealth of Puerto Rico is under quarantine However, APHIS officials are advising through-travelers with pet birds to still avoid these quarantined areas The reason for the caution, they explained, is that the 30-day isolation period is required for all pet birds leaving the quarantine area Unless the traveler plans to remain at his destination for at least 30 days he would be wise to leave his pet at home or stay out of the quarantine area, said APHIS officials The regulation change was proposed on Oct 30 with a 20-day period for comments. Only four letters - all opposed to relaxing the restrictions - were received However, XJSDA found there was sufficient justification for im plementing the changes despite these comments.
