Heathermgton said Concerned
Citizens is urging support of
House Bill 1343 which would
create a committee to spend the
$400,000 annually of ag reasearch
funds. The secretary of
Agriculture would be only one
member of the committee
Heathermgton emphasized the
vital importance of ag research
in enabling farmers to continue to
give the American family quality
food at an increasingly small
percentage of their take-home
pay.
Also speaking was Harry R
Ulrich, past president of the
Pennsylvania Poultry
Federation, president of the
Pennsylvania Master Farmers’
Association, past president of the
Penn State Agriculture Advisory
Council, trustee of Pennsylvania
State University, member of the
Pennsylvania State Egg
Marketing Advisory Council and
a commercial egg producer
Ulrich particularly zeroed in on
the Coudersport program in
volving use of $90,000 of ag
research funds
Ulrich stated, “We contend the
Department of Health does
conduct similar multi-phasic
programs upon request, and
should have been the government
agency which conducted such a
program The Department of
Agriculture is not equipped for
such a program, while the
Department of Health is not only
equipped physically, but with the
staff personnel necessary to
perform such tasks as called for
in the project.
“We are certin the Department
of Health would have conducted a
project of this type if requested,

and, we are just as certain that
the research funds could have
been used more effectively If the
Department of Agriculture was
equipped for such tasks, why was
it forced to hire a private
research organization to ad
minister the program 7
“It seems ironic to us that the
Department of Health was not the
government agency conducting
the project, financing the
program and evaluating the
results But there are some other
aspects of this program which
make us raise our eyebrows ”
Ulrich also pointed out “the
apparent serious conflict ot in
terest by the research
organization performing the
project ”
He explained, “Dr A L.
Chapman, who is director of the
Research and Planning Bureau
of the Pennsylvania Department
of Health, is the director of the
Camp Hill Research Institute We
are questioning the advisability
of Dr Chapman’s role with the
institute and at the same time
drawing a salary as a state
employee.”
Ulrich added, “And, it is not
just coincidental that John Early,
the former staff member in
charge of the Agricultural
Research Funds projects, is the
Associate Director of the In
stitute.”
Concerned Citizens also for
warded a letter to J Shanke
Cramer, Pennsylvania Attorney
General, asking for an in
vestigation of the “dual em
ployment of Dr Chapman.
Investigation was also asked on
use of ag research funds to
finance unemployment projects
