On the question of how the federal order relates to the state, Honan said he expects a state referendum shortly on a similar five-cent check-off. If the Penn sylvania referendum passes, another dairy farmer group will be set up to the administer the state program. Farmers in order four, however, would continue to pay the money to the federal program and would not con tribute to the state program or have a vote in it. Honan said that Inter-State Cooperative’s concerns about two weeks ago ” He indicated that Inter-State will now support the state referendum. (Previous indications have been that the Pennsylvania Department of Agriculture, which "last year indicated a referendum would be completed by this month, has been holding up having a referendum largely because of opposition by Inter- State and some other organizations.) Honan said he’s “glad to hear that Governor Shapp has cleared Lin Huber” this week of charges which had previously been brought by the governor against the former milk marketing board chairman. Huber was formerly a top Inter-State official. Honan added that he’s “glad to see that the Governor is begin ning to change his view of what is out here on the farm.” He emphasized, howevei, that the Pennsylvania Milk Board has two members “completely un familiar” with milk marketing and administration. He said he feels these two members, which together with Huber make up the three-member Penn sylvania Milk Marketing Board, should, but probably won’t,, listen to Huber. Noting that there have been many rumors recently about plans to reduce the retail price of milk to consumers in Penn sylvania, Honan predicted, “I think we will see that in some way.” Honan went on to describe the present state Milk marketing system as a “quasi-judicial” system, meaning the system is largely under the control of the Pennsylvania courts. Honan said he is “still con- vinced that the present ad ministration is determined” to remove milk marketing from this quasi-judicial structure and place it either under the control of the governor or of the Department of Agriculture. If this happens, Honan stated, “Then we as farmers might as well not have it (milk marketing).” Honan advised farmers to keep a close watch on plans for a national milk base system. Honan expressed concern about possible consequences of such a plan to local farmers and urged them to get familiar with the proposal. He also said he sees dairying “moving toward large central control of milk.” He said he sees milk pools getting bigger. He noted that the industry continues to consider evaluating milk on new elements such as protein and whey.
