Stockyard Bids Lancaster Livestock Ex change’s bid of $853,331 for the 28- acre Union Stockyards property in Lancaster was high bid of two submitted, and it is now up to Penn Central to decide if it will accept the bid. A spokesman for the bankrupt railroad said a decision on whether to accept the bid will be made on Wednesday. If the bid is accepted, the Exchange will be aided in the transaction by the Lancaster Industrial Development Authority, which is prepared to acquire the property from Penn Central within 30 days after the court approves the transaction, Richard J. Blakinger, solicitor for the authority, said Wed nesday Blakinger said the authority plans to acquire title to the stock yards from the railroad and then sell the property to the Lancaster Livestock Exchange under a 20- year installment-sale agreement. Blakinger said the authority would borrow the money for the purchase from the National Central Bank. He explained that banks are able to make loans to industrial development authorities because the interest they receive for this purpose is tax-free As a result, banks charge industrial development authorities a lower than-normal interest rate The only other bid submitted on the 28 acres was $660,000, made by Union Stock Yard Co Four bids were received on a five-acre undeveloped tract lying north of Marshall Avenue and backing the Lancaster Catholic High School stadium This five acres is a part of the 28-acre parcel The Lancaster Exchange also submitted a separate bid of $803,331 on the stockyards tract excluding this five acres.
