(REAP) at a funding level of $l4O
million. Subsequent legislation
could change the level of the final
1972 program allocations.
The Rural Environmental
Assistance Program helps far
mers to carry out needed con
servation and environmental
protection measures on their
farms with costs shared by the
federal government. Major
emphasis in the new program is
placed- on long-range preser
vation of the environment, and on
practices which will return more
benefits to the public at less
public cost, Hardin said.
The Rural Environmental
- Assistance Program is ad
ministered by the Agricultural
Stabilization and Conservation
Service through its farmer
elected committee system. The
Soil Conservation Service, Forest
Service and Extension Service
provide technical and
educational assistance.
Consistent with the report of
the House Committee on Ap
propriations, the 1972 program
will make provision for con
tinuation of 1970 program
practices and procedures as such
need may be determined by
county committees.
Emphasis will continue in 1972
on cost-sharing measures that
result in enduring conservation
benefits, and on redirecting the
program toward environmental
improvement. High priority will
be given, as it is in the 1971
program, to those practices that
offer;
Significant pollution
abatement, particularly
sediment.
—Substantial improvement
in the quality of the en
vironment.
Secretary Hardin cited the
following as examples of high

priority practices in some areas:
Establishing permanent stands
of grass or legume cover to hold
soil in place and allow maximum
msoak of rainfall without runoff;
animal waste management
practices that prevent or correct
water, air or land pollution
problems in and ground farm
livestock and poultry barns; and
building ponds, diversion terrace
detentions or other structures to
control sediment or chemical
runoff He noted that sediment is
still the number one pollutant of
water in streams and lakes from
the standpoint of volume.
The 1972 REAP will give a
lower priority to temporary or
short-term practices.
Biller Is Voted Solanco
The Solanco Dairy Club held its
first meeting October 17 in the ag
room. The order of business was
election of officers and new
business.
The election of officers is as
follows: David Bitler, president;
Wayne Kreider, vice president;
Bill Krantz, secretary-treasurer,
and Larry Aaron, reporter
photographer.
Plans for the year were
discussed. Plans like a trip to a
big dairy, speakers at meetings
and this year’s judging were
brought up. A committee of three
members was appointed to come
up with plans for the next
meeting.
The next meeting is to be held
at 8 p.m. November 15 in the ag
room of the high school.

Order Free Tree
Farmers of Lancaster County
are being reminded that right
now is the time to plan for tree
planting to be done in the spring
of 1972.
As in past years, The Glatfelter
Pulp Wood Co. of Spring Grove,
Pa., will again furnish free tree
seedlings to any interested and
qualified landowner.
Since the inception of the
Company program in 1951, more
than 12- 3 /4 million seedlings have
been furnished to landowners in
these 13 southcentral Penn
sylvania counties. Adams,
Berks, Chester, Cumberland,
Dauphin, Franklin, Fulton,
Juniata, Lancaster, Lebanon,
Perry, Schuylkill, and York.
Tree species available this
year under the program are
white pine, Austrian pine, pitch
pine, Norway spruce, white
spruce, Japanese larch and
Virginia pine.
Orders are filled on a first
come basis, so it is important to
get your order in early to assure
receiving the species you want.
All trees are purchased by The
Glatfelter Company from the
Pennsylvania Department of
Environmental Resources. The
Company imposes no restrictions
of any kind, but the landowner
planting the seedlings must
comply with normal state
regulations regarding these
trees.
That is, they may not be used
for Christmas trees, decorative
purposes, or for windbreaks.
Minimum order acceptable is for
1,000 seedlings. All trees are the
property of the landowner and he
may cut them at a future date for
any wood products he desires.
