WASHINGTON REPORT
Congressman Edwin D. Eshleman jHSm
IMi Obtrltf-PMiuylvulfl HHH
Presidential commissions u*
cently have been vciy much in
the news Contioveisy has re
sulted from the rcpoits issued by
two of these high level groups—
one appointed a few months ago
by President Nixon and the other
appointed two years ago by Pics
idervt Johnson.
President Nixon’s group, the
Commission on Campus Uniest.
diew some conclusions about stu
dent disorder and the Govern
ment's role in campus tm moil
which led to a national debate on
the validity of the findings Pres
ident Johnson’s group, the Com
mission on Obscenity and POl
- came to some conclu
sions about smut which eniaged
citizens throughout the countiy.
It was inteiesting to note that
one commission called on Ameri
cans, thiough their government,
to exert the highest form of
moral leadeiship, while the othei
commission lecommended that
we reduce moiahtv to its lowest
common denominator While,
like the Vice President, I find
some aspects of the campus un
iest leport distuibmgly slanted
towaid a permissive philosophy.

I do believe Us chief nu ssage is
noble and commendable It calls
on all gioups involved in college
disoiders to lefiain fiom vio
lence and incitement to violence.
The obscenity repot t has no
such high-minded purpose. It
meiely calls on Americans to
condone filth in all its many
forms.
Too ofteh these days we are
asked as a society to go in the
direction the poinogiaphy com
mission recommends on a
downhill road toward the vul
garity in man’s natuie Govern
ments, schools, and even
churches are on record as asking
people to defend the inde
fensible or accept the unaccep
table Hopefully, in the case of
the obscenity leport. the trend
will be leversed
I can see no logical icason for
doing away with oui controls on
pornogi aphy Some movies,
books and magazines already
have stepped far beyond the
bounds of common decency.
Decency implies a leeognition
that man is moie than a beast
Much of what we see in the
theater or lead m our literature
today carnes no message about
the spn duality of men Why
should we mo\e even further in
this direction 9 The pornography
commission based most of its
findings on the so-called fact
that smut is haimless The com
mission said its reseai ch showed
that no harm resulted from
adults being exposed to dirty
books or duty movies I doubt
that conclusion But, even so,
should physical 01 emotional
haim be the only tests 9 As a
society we have always pnded
ourselves that we have as our
foiemost concern the goal of
individual excellence To have
that pride smotheied in filth
would seem to be harm of a sort
that the commission did not
bother to measuie
Dining the time I have seived
in Congress theie has been little
enthusiasm for di opping the
penalties foi peddling smut.
Rather, we have tended to move
towaid stiffei conti ols like the
laws which clamps down on the
practice of selling smut thiough
the mail This is the dnection in
which Congiess should continue
to move The best that the ob
scenity icpoit deseues is to be
ignored
