Pennsylvania has advanced to ward a new goal of qualitv caie for our mentally ill and mental ly relaided citizens This goal was embodied in my Admimsliation s effoils to pioperly fund the operations and unpiove conditions at our State institutions for the men tally ill and letaided That goal also was embodied in Pennsylvania’s unique Com mumty Mental Health and Men tal Retardation Act ol 1966 There is cleai evidence avail able that shows these new ef forts are having a positive ef fect For example, Pennsylvania is one of the few states that shows a dramatic decrease in the number of patients—lo,ooo since 1966 being admitted to mental health institutions In the area of mental retar dation, we have increased sup port for the institutions by 40 percent. This increase means that for the first time in his tory the level of support for the care of mentally retarded citi zens is equal to that available for the mentally ill. But even with this dramatic progress, the problems we are encountering in providing qua lity care for these citizens who must have our help are enorm ous. What we are proposing is in deed revolutionary, in that it has the capability of reducing the resident population at exist ing institutions, bringing resi dential care into the communi ty where it belongs, coordina ting residential care with the full range of community ser vices, and providing the entire program much faster and more economically than the State Government could do on its own. With this new approach we can cut through bureaucracy and red tape, and with the same swift, courageous strokes we can also cut through heartbreak and despair 19
