A View From The Governor's Office
On the theory that the Com
monwealth of Pennsylvania it
self should take the lead in all
conseivation activities, I last
week oidered tn end to environ
mental pollution from all State
buildings, facilities and activities
such as highway construction
Specifically, each slate agency
under my control has been given
until Septembei 1 to foimulale
plans to bung the Commonweal
th under enfoi cement piovisions
of the state’s model Clean
Streams, Air pollution and Solid
Waste Management Acts
In a pieamble to this Execu
tive Oidei, I pointed out that
Pennsylvania is, indeed, leading
the Nation in its Determination
to end pollution of oui envnon
ment Three years ago, we began
a ten-year “Project Envuon
ment”, and already the results
pie beginning to show
Sti earns aie being cleaned
with the fiist acid mine watei
treatment plants Burning culm
banks are disappearing fiom our
coal legions Open space is being
purchased and recreational fa
cilities established
Strip mines are being restored
to recreate the natural beauty of
our land Disposal of junk and
garbage is being managed on a
State-wide basis foi the first
time Stnct air quality standaids
have been established
In all tms, we are making de
mands on individuals and mdus
tiy to stop pollution piactices
that weie acceptable in a diffei
ent time a different kind of
world
But the Commonwealth Gov
ernment cannot make demands
on its citizens without making
the same demands on itself.
For that reason, the heads of
the departments and agencies of
the Commonwealth of Pennsyl
vania have been ordered to pro
vide leadership in the Statewide
effort to improve and , otect
the quality of our air, water and
land through the prevention
conti 01, and abatement of health
hazards and environmental pollu
tion from State facilities and ac
tivities In order to achieve these
objectives
