Shafer Pennsylvania soon will be come the site of the Nation’s first research center devoted to helping the states use science and technology to solve the pioblems of cities, pollution and other envnonmental dilemmas. This Administration, through the new Pennsylvania Science and Engineering Foundation, has agreed to help fund such a Center for the Study of State Science Policy with the Federal Government and Penn State Univeisity. The National Science Founda tion will contribute $61,000; the Science and Engineering Found ation. $25,000; and Penn State, $12,595 The center will be established at the State College campus. This center is being establish ed to help our Commonwealth and other states use the enor mous potential and resources of science in their efforts to im prove the standard and comfort of living for all citizens For years, we have been using science in industry to produce more and better goods, and m government to produce sophis ticated machinery for defense and the conquest of space. But we have not yet demand ed that the full attention of our scientists be given to solving the problems of water air and land pollution. Establishment of the new center is part of that plan. The first assignment of the centei’s staff will be to examine what Pennsylvania and other states have done to develop policies for the involvement of science in public matters. Too often states establish long range programs in urban aid, conservation, environmental health, and transportation with out being fully aware of the scientific implications or with out using the expertise of the scientific community. Pennsylvania has attempted to correct this problem by the establishment of the Governor’s Science Advisory Committee. The Committee has been help ful in conservation and trans portation policy-making and, most recently, suggested guide lines for the establishment of a policy for developing “new towns” within the Common wealtth. The new center will be very helpful in the exchange of in formation between the states. The cen tei will be able to communicate that experience fully and in telligently to those states that aie establishing programs to combat pollution from mining operations. I am proud that Pennsylvania has the foresight to develop this center at a time when the world is observing the most historic event of our time the landing of men on the Moon. This is being done because the people of the Nation had the spirit and willingness to meet the chal lenge and the faith that their scientists could produce the re sult. Tornadoes The heavily populated area of southern Illinois is estimated to have more severe tornadoes per unit of population than any other part of the United States. Both hot weather and high humidity re duce the output of all livestock and every practice should be ex ercised to reduce the suffer ing. A liberal supply of cold water at all times is suggested, because water intake will in crease with extreme tempera tures. Shade is essential either from trees or artificial struc tures. Within buildings electric fans are good to keep the air moving. All windows and doors should be open for maximum cross ventilation. Salt consump tion will increase during the summer months and should be provided free choice. Hogs suff er the greatest and must have shade along with their water; sprinkler or fogging devices in the pens to provide extra com fort is worth the effort; a wet or moist floor is enjoyed by swine in hot weather. Keep live stock comfortable for greatest returns.
