Most people hear a good deal
about the leadership of each of
the political paities in the
House of Representatives, since
the leaders are those men who
ordinarily speak for their Party
membership on matters of na
tional significance What many
citizens may not realize is that
the Pai ty leaders are elected by
their fellow Represntatives of
the same political faith. Also,
the leadership of each Party is
made up of more than just one
or two men We Republicans
have had some contests for the
top jobs in recent weeks, and
I was rather involved m those
“family” battles. My participa
tion, and the subsequent re
sults of these contests, should
be of interest in the 16th Dis
trict.

to give you a rundown of the
posts which make up the Re
publican leadership and the
names of the men who now oc
cupy these positions. The num
ber one man is the Minority
Leader, Gerald R. Ford, of
Michigan. Leslie C. Arends. of
Illinois, is the Assistant Minor
ity Leader, or in more common
terms, the Minority Whip. The
Chairman of the Republican
Conference, the man who dir
ects the meetings when House
Republicans get together, is
John B. Anderson, of Illinois
William C. Cramer, of Florida,
is Vice-Chairman of the Con
ference, and its Secretary is
Richard H. Poff, of Virginia.
The leadership team also in
cludes the Chairman of the Re
publican Congressional Cam
paign Committee who is Bob
Wilson, of California. The
Chairman of the Republican
Policy Committee is John J
Rhodes, of Arizona and Robert
Taft, Jr., of Ohio, is Chairman
Committee. The final position
of the Research and Planning
in the Republican leadership
belongs to the Republican mem
ber of the House Rules Commit
tee with the most seniority, H
Allen Smith, of California.
While all of these jobs were
filled by elections at the open
ing of the 91st Congress, only
two opsitions involved contests
Both were posts vacated by men
who had left or were leaving
the House for other Govern
ment service. The Chairman of
the Republican Conference had
been Melvin Laird who, of
course, is our new Secretary of
Defense. Charles Goodell, of
New York, had been Chairman
of Research and Planning, but
he was appointed to the Senate
last year. Therefore, several
men lined up as challengers for
the vacated slots, all of whom
were capable and deserving of
the job they were seeking How
ver, a choice had to be made,
and I chose to support and work
for two men who are familiar
to many people in the 16th Dls
trict.
The man I backed for Chair
man of the Republican Confer
ence was John Anderson. As
you can see from the previous
listing, he was the eventual vic
tor. Congressman Anderson
visited the 16th District twice
during the last two years when
he spoke in Lebanon and New
Holland. He is generlly acknow
ledged as one of the hardest
working men in the House, and
I think his rather lopsided vic
tory against Jackson Betts, of
Ohia, and Albert Quie, of Min
nesota, is a tribute to his fine
reputation. The final tally show
ed Anderson with 116 votes,
Betts with 43 and Quie with 18.
The results of the Research
and Planning Chairmanship
contest were a good deal clos
er, with Robert Taft, Jr., gett
ing 76 votes to win and Donald
Rumsfeld, of Illinois, receiving
74 votes. I supported the suc
cessful candidate and, in fact,
worked quite actively for his

asked me to contact the rest of
the Republicans from Pennsyl
vania on his behalf and, also, to
talk to some of the men who en
tered the Congress at the same
time I did. 1 would like to think
that I was influential in swing
ing some of the needed votes
to Bob Taft, although I have a
feeling that the caliber of the
candidate was the chief factor
that brought a victory. Since the
Ohio Congressman had, also,
visited the 16th District twice
during the 90th Congress, once
in Lancaster, and once in Eliza
bethtown, his advancement to
the leadership means that some
of the people in our area are
acquainted with another of the
chief Republican spokesmen.

CONSERVATION CLUB

Northern Lancaster County 4-H
Soil & Water Conservation Club
was held at the Hinkletown
Church, on Friday evening, Jan
uary 24, 1969
Officers were elected as fol
lows: Clark Stauffer, President:
Calvin Zimmerman, Vice-Presi
dent; Lucy Weaver, Secretary:
Karen Horst, Treasurer; Curtis
Horst, News Reporter; and Kar
en Mai tin and Lois Martin,
game leaders.
Club leaders are Leroy
Pfautz, Paul Martin and Aaron
Stauffer.
The next meeting will be held
at Hinkletown Church on Feb.
7, at 7.30. Everyone between
the ages of 9-19 are welcome.
