Under the new child labor laws a 14 and 15-ycar-old youth who wishes to operate farm tractors and farm equip ment on farms other than at heme must carry a certificate. A certified teacher is also re quired to implement the 10 or 20 hour course. For this reason, with the backing of Penn State, Irwin appeared before the teachers to explore the pos sibility of setting up the re quired classes of instruction within the county Vo-Ag depart ments to enable students to pass the written and driving tests needed to satifactorally com plete the course and receive the wallet card certificate. "The problem of scheduling a course where all interested per sons could attend was discussed and also the grade level where it should be implemented.
