Time For An Accounting Congerssional candidates for reelection customarily return to their home states to mend political fences and campaign for re election in plenty of time to,remind voters back home of the good things they have ac complished for their districts and their states. Most of these good things have cost the taxpayers a lot of money. That is one ot the reasons the federal budget is in the neighborhood of $l9O billion a year and taxes are high and going higher. This year the homecoming congress men may find the usual political recipe for staying m office has turned somewhat sour.
