Congressman Eshleman Again
Distributes Opinion Questions
The Hon. Edwin D. Eshleman,
Congressman from the local
16th district sent out the last
of a series of questionnaires
asking local opinions again be
fore a possible adjournment of
the House of Representatives in
the late summer. The congress
man says, “Throughout the
balance of this session of Con
gress. I will be called upon to
vote on many issues that vitally
concern you and your nation.
While I am perfectly willing to
accept the final responsibility
for voting on these matters, the
results of the previous opinion
polls have aided me greatly,
as well as indicated the thinking
of our district on many issues.
The questionnaire first asks
the public to list in order of
impoitanee the five most im
portant issues facing the people
of the United States today.
Then the following 16 ques
tions are asked to which a yes
or no answer is requested.
1. In the Paris peace nego
tiations, would you favor the
United States’ agreeing to a co
alition government in South
Vietnam that would include the
“National Liberation Front”
(Viet Cong)?
2 Do you believe that the
United States should further de
escalate the war without reci
procal action by the North Viet
namese?
3. In your opinion, should
the United States make basic
decisions on obtaining a peace
settlement in Vietnam without
the consent of our Asian allies’
4 Do you think that the
Communists have acted in bad
faith in Vietnam by beginning
new war offensoves after agree
ing to preliminary peace talks?
5. Has your evaluation of the
President’s conduct of the war
improved since' discussion be
gan toward a negotiated Viet
namese peace?
6 Do you think that the
most important factor in the
rising crime rate is too much
leniency toward law-breakers’
7 In dealing with civil dis
orders, do you favor stricter en
forcement of existing law by
police and the courts’
8 Do you feel that a federal
spending program for slum
areas offers the best hope for
eventually solving the problems
of the poor’
9 Should the federal govern
ment enact legislation to regu
late the sale of firearms’
10 Do you believe the Ameri
can people are receiving suffi
cient and accurate information
from the government on vital
foreign and domestic issues’
11 In your opinion, should a
percentage of the tax monies
collected by the federal govern
ment be returned to state and
local governments for use in
locally administered programs’
12 Are you in favor of esta
blishing an all-volunteer Army
at higher pay scales, which
would eliminate the draft ex
cept in cases of a congressional
ly declared “national emergen
cy’”
13 Should the voting age be
lowered to 18’
14 Are you in agreement
with the Administration’s poli
cies of expanding two-way trade
with Communist countries’
15 Do you believe that the
Administration’s “War on Pov
erty” has been successful in im
proving conditions of the poor’
16 Would you generally fa
vor the establishment of a fed
erally administered “income
maintenance program” (guaran
teed annual income) if it re
placed all of the national and
state welfare and public assis
tance programs now in exis
tence’

your highest priority for reduc

Roy H. Giesmann will be the
new supervisor for the Farmers
Home Administration for Lan
caster, Lebanon and Chester
Counties, effective today.
Giesmann, who comes to Lan
caster from two years with the
FHA at Huntingdon, succeeds
Richard H. Hoover, who is being
transferred to Williamsport.
At Williamsport, Hoover will
become district supervisor for a
19-county area. He has served
in Lancaster for the past 10
years.
Geismann is a native of Mer
cer County, in Western Pennsyl
vania.
