    USDA Recommends Amending Six
Eastern Milk Marketing Orders
The U. S. Department of Ag
riculture recently recommended
amer.Ci.ng six Federal milk mar
keting orders. The orders in
volved are the Mnssachusetts-
Rhode Island-New Hampshire,
New York-New Jersey, Wash
ington, D.C., Delaware Valley,
Connecticut, and Upper Chesa
peake Bay Federal orders.
Officials of USDA's Consum
er and Marketing Service said
the proposed amendments would
change the surplus milk price
formula in the six orders. The
proposed amendments would set
Class II milk (Class 111 in New
York-New Jersey) prices at the
level of prices paid for manu
facturing grade milk in the
states of Minnesota and Wiscon
sin, limited by a price based on
the value of butter and nonfat
dry milk. This formula is used
to set surplus milk prices in a
large number of Federal milk
order markets. The present for-
mula is based on the U. S av- Discussion is an exchange of
erage manufacturing milk price, knowledge, argument, an ex
adjusted seasonally. change of ignorance.

The amendment is not expect
ed to change the annual aver
age price level under usual mar
ket circumstances. The seasonal
adjustment feature of the pres
ent formula is retained.
The seasonal adjustments de
crease the price below the an
nual .average level during March
through June, which is the sea
son of greatest production, and
increases the price above aver
age during the July-January pe
riod. Beginning last September
all the seasonal adjustment fac
tors except the one normally ap
plicable in February were sus
pended to provide emergency
price relief for handlers of re
serve milk supplies
In a separate action today,
USDA terminated this suspen
sion, effective March 1, to pro
vide the normal seasonal de
cline in the prices for reserve
milk under the six orders.
