Eshleman HO 16th DltlrUt-Pinniylvanta MHp Most of you are probably aware that we are.expecting a massive demonstration early this spring in Washington on bo*- half of the poor. So far. the "march" has been publicized as Dr. Martin Luther King's at tempt to force the Congress to enact legislation favorable to his cause. One feature of his cause I find to be particularly interesting. Dr. King has proposed that the Congress establish a guaranteed national income. Under this pro posal every family would re ceive at least $3OOO a year, whether any member of the household was employed or not. Supposedly, the unconditional guarantee of an income payable from the U.S. Treasury could" replace things like public hous ing, old age and unemployment insurance, urban renewal, farm price supports, and state public assistance programs. While I could not agree more that many of the above programs are in vital need of revision, I must express reservations about using a guaranteed income to accomp lish the goal. Certainly, there is a basic fault in the guaranteed income program There is much fear, and rightly so, that such a plan would take away the incentive for the unemployed to find work and will encourage those who work at low -income jobs, or ' 5 % ■’A-rt. " ... , Address work only part-time, to quit. The receipt of a guaranteed income also would tend to weaken in dividual dignity and deny the capacity for growth and self sufficiency. Such a result might perpetuate poverty as a way of life. The social considerations of guaranteed income must be placed in the context of econom ic considerations as well. Many experts feel that the incentive not to work present in the plan could cause severe manpower shortages, particularly in low paying jobs. To attract workers, employers would have to offer higher wages. This, in turn, would mean higher prices and a continuation of the inflationary spiral. Dr. King has publicly stated that he hopes to force the Con giess to accept his proposal. My experience indicates that the Congress will not be intimidated into action on a program that has as many fallacies as guar anteed income would seem to have. If we are to really help the poor, action must be based on merit.
