—Lancaster Farming Saturday, January 13,1968 24 S WASHINGTON REPORT igf Congressman Edwin D. Eshleman llßy 14th Disfricf-P«imtylvan!« RvHffßl The business of the Congress will begin officially again on Jammy 15th. Our adjournment break is nearly over and the is sues and problems to be faced seem to be mounting daily The New Year has not by any means brought with it a solution for all of the old areas of national concern Perhaps, and we may be hopeful, as 1968 piogresses, at least some of the problems will be meaningfully resolved One subject of heated debate has most definitely earned over into the new year—the draft. Duung the past month or so, the conti oversy has grown ex tiemely intense on the matter of diafting young men for mili tary seivice Most of the lecent arguments centered around the Selective Service ruling which would end the defeiments of youths participating in illegal demonstrations and make these young men eligible for the draft However, looking beyond just this present disagreement the leal issue would seem to be the desirability of keeping the Selective Service System indef initely Wrth the war in Vietnam mak ing demands on manpowei strength, the basic question of the possible elimination of the draft system must be deferred for a time But, it is a matter which should he considered in any discussion of future mili tary needs The draft was creat ed to produce manpower for the armed sei vices. If today we can devise -a better method for ac- complishing the same purpose, then we should begin to reeval uate the Selective Seivice Sys- tem I tend to believe that some worth while suggestions have been offered toward the crea tion of a volunteer army. These plans would significantly boost the rate of military pay and therefore increase the desirabil ity of a mrlitaiy career The number of young men volun teering to serve in the military would then ruse to such Levels that the draft w ould no longei be needed Of course, the mat ter is not quite as sample as at might appeal'. For instance, the cost factor would be of tremen- dous significance The higher pay levels would increase de- fense spending by several bil- lions of dollars which would he iffset only by the reduced costs Stop And Visit US AT THE Farm Show BOOTH NO. 535-536 Get The Latest Information on • Seed Varieties • Farm Chemicals and Fertilizers • Qualified experts from the seed, chemi cal and fertilizer in dustry will be on hand to answer your questions. SMOKETOWN Ph. 397-3539 brought on by the draft elim ination Nevertheless, when the national' welfare in times of cris is is considered, the profession al military concept would seem to be vastly superior to the ser ies of protests and illegal ac tions with which we are faced today It might be well to stress again that revision of the pres ent draft law could not be ac complished at least until the hostilities in Vietnam are end ed. Our piesent efforts m South east Asia direct that our man power procurement remain bas ically unchanged Also, it should be stressed that any draft revision is not a sign of giving in to the demands of misguid ed youths Then' behavior paes enitly is deplorable and in many cases illegal Whether or not they are to be punished by the courts or the draft is yet to be determined There is no doubt that these youth s should he properly penalized f>. ‘ neir ac tions However, their display of disrespect should not prevent us from making a meaningful s*udy toward the possible future elimination of the Selective Service The end result of such a study could be a valuable con tribution to the armed forces and the nation as a whole.
