Freeman Says Cities Will Break
Without Rural-Urban Balance

Policy for Its Future,” spon
sored by the American Insti
tute of Planners. Secretary
Freeman said the future of
American cities as workable
environments fit for men to
live in will depend in great
part on the economic and so
cial progress made in the small
growth centers and towns and
on the farms of the nation’s
rural areas.
“People must be given a
choice,” he said. “There must
be viable alternatives to big
city-suburban living, or the
pressure of people against re-
