15 which is only two points
above the depression low
reached in the summer of 1934.
The nine-month parity ratio av
erage for this year is down to
74, the lowest figure for the
period since 1937 when the
Department of Agriculture be
gan keeping monthly parity
statistics,” he said.
Shuman accused the govern
ment of calling for expanded
grain production under the dis
guise of feeding a hungry
world as a “deliberate” act to
rebuild surplus stock piles to
gain control over the farm mar
ket prices again.
“The sad thing about govern
ment farm planning mistakes is
that the planner does not pay
for them the farmer does
through lower net income,’ - he
said. “Net farm income for
1967 is expected to be well be
low a year ago possibly as
much as 10 percent.
“What's the answer to the
mess we are in 9 First of all,
we should avoid the mistakes
that led to our trouble Every
effort should be made to move
as laige a part as possible of
our bumper crops through the
market channels in an orderly
lashion We must do every
thing we can to keep giain
stocks out of the hands of gov
ernment The administration is
proposing the establishment of
strategic giain reserves and it
is offering the bait of price
improvement through purchas
es for such reserves It is pos
sible that market prices would
be enhanced as grain moves
into government hands, but
farmers also remember what
happened to the market in re
gent years when the govern
ment dumped its surplus stocks
on the market at cut-rate
prices.
“It is equally important that
farmers call on Congress to
end the wheat and feed grain
control and subsidy schemes.
We cannot pay the price of bu
reaucratic wrong guessing year
after year and survive in ag
riculture,” Shuman said.
