sometimes you get an answer
you never expected. One thing
In particular has come as a
surprise to me in looking over
the returns on the question

I had sent out to people in
our District earlier. A
number of those responding

does not have an antiballistic
missile (ABM) defense system
in operation. So far, it is only
on the drawing boards. And,
although it has not been in
the headlines much, a debate
has been going on in the Con-

and build such a system.
The debate has taken on a
great deal more urgency in re

Defense Secretary McNamara
finally admitted there was “con

Union was installing an ABM
system. It was really the Ad
ministration’s first official rec

despite a number of reports to
that effect ever since 1963
also despite former Soviet Pre

that the Russians had an anti

a fly in the sky.”
No one contends that the
Soviet ABM system completely
