At least, what else could you call a program that insists on building $156,- 000 worth of tennis courts in a com munity whose residents have an aver age annual income of over $17,000? According to Pennsylvania Senator Hugh Scott that is what the War on Poverty strategists recently did in su burban Chevy Chase, Maryland.
