Diversion Provision
For Phila. Milk
Market is Studied
WASHINGTON An addi
tional proposal was brought up
for discussion at a hearing Thurs
day considering addition of a
diversion provision to the Phila
delphia Federal milk marketing
order. USDA officials announced
today.
Amendments to the Philadel
phia order proposed in the first
notice of hearing would permit
unlimited diversion of milk
among plants of regulated han
dlers and diversions to unregu
lated plants under specified con
ditions.
The additional proposal, would
permit milk received at the pro
ducer milk plant of a cooperative
association to be designated as a

of such proposed transaction with
the market administrator. The
proposal would have the effect,
the applicants stated, of elimi
nating unnecessary hauling and
handling of milk subyact to reg
ulation under the order.
Evidence brought out at the
hearing will be considered by
USDA before any changes in the
order are recommended. Pro
posed amendments, if recom
mended, would be submitted to
handlers and producers for ex
ceptions and then to producers
for approval or disapproval. Ap
proval of two-thirds or more of
the producers voting in a referen
dum is required before USDA
can amend the order.
