Henning Thurs day suggested an intensive study be made of natural resources in Pennsylvania as a “necessary pub lic aid ” Speaking at the opening session of the annual conference of State Soil Conservation District Direc tors, Henning also called for a clarification of the water rights laws m Pennsylvania He declared early action is re quired to modernize Pennsyl vania’s approach to soil and water management The cabinet member said the time is “ripe” to begin the de velopment of a long-range policy on natural resources in Pennsyl vania All interests, including in dustry, agriculture, municipalities and recreational organizations should fully participate in devel oping such a policy, he declared. Secretary Henning told of the rapid increase in the number of soil conservation districts in the State which now stands at 48.
