CHANGES IN STUDENT-GOVENNMENT PLAN
The student government association of the Hazleton Undergraduate
Center is composed of three main interralated bodies. They are: the Student
Faculty Board, the College Council, and the Activities Board.
The Student-Faculty Board consists of the Administration Head and
two Other members of the faculty, and two members from the Student Body.
The College Council consists of four members from each of the twol classes
and one member of the faculty. The Activities Board consists of one mem
ber of the faculty and a representative to be elected from each of the
student clubs and associations.
Elections for class officers will take place approximi;tely two weeks
after the start of the present semester. Petitions for nominations may be
secured from the office in the Walnut Street Building. The petitions are to
be signed by twenty members of the class of which the candidate is a mem
ber. No member of the Student Body may sign more than two petitions,
otherwise his or her signature will be forfeited on the petitions on which
that person has signed.

Outline of the Student Government Association

SECTION 1. The name of this organization shall be "The Student
Government Association of the Hazleton Undergraduate Center of The
Pennsylvania State College."
ARTICLE II ORGANIZATIONS
SECTION 1. There shall be a College Council composed of represen
tatives from the student body and the faculty.
SE.CTION 2. There p shall be a Student-Faculty Board composed of
representatives from the student body and the faculty.
SECTION 3. There shall be an Activities. Board composed of repres
entatives of the students and the faculty.
ARTICLE 111 OBJECTS
SECTION 1. Thei objects of the College Council shall be:*
to, initiate all legislation concerning the welfare of the Student Body
except as provided by the Student Faculty Board and Activities Board,
to be the duty of that body; all such legislation must be passed on to
the Student-Faculty Board for its approval;
to create, recommend, maintain, and regulate all the customs and
traditions of the college;
to investigate any appeal made to it by any student; such appeal to
be in writing and presented to the Secretary of the Council; action on
such appeals must be taken at the first regular meeting held after the
presehtation of the appeal, except when such meeting would come
within one week after presentation of the appeal.
SECTION 2. The objects of the Student-Faculty Board shall be:
to consider all legislation initiating in the College Council and to
pass or veto such legislation by a majority vote;
to take such steps as may be advisable and' necessary to support and
carry into effect any policy to sustain the good name of the college;
to recommend, when necessary, penalties up to and including expul
sion from the college upon such students who bring discredit to her
name;
(c) to act as the judicial body of the Student Government, giving final and
binding •decisions upon the actions of any body of the Student
Government.
(d) to execute all legislation of the College Council.
SECTION 3. The objects of the Activities Board shall be:
(a) to initiate, recommend, and coordinate all the social functions of the
Student Body;
(b) to serve in an advisory capacity for all college clubs and associations.
ARTICLE IV MEMBERSHIP
SECTION 1. The College Council shall be composed of nine (9) mem
bers, four (4) from the sophomore class, and: four (4) from the freshman
class, and there shall be a faculty member appointed by the administrative
head. At least one member from each class must be selected from the
women
SECTION 2. The four representives form, the sophomore class shall
consist of the President and three elected members; the four representatives
of the freshman class shall consist of the President and three elected mem
bers. The members of College Council shall be selected at the first meeting
of their respective classes.
SECTION 3. The Student-Faculty Board shall consist of three fa
culty members and the presidents of the two classes. The Faculty Represen
tatives shall consist of the Administrative Head and two (2) faculty mem
bers appointed by him.
SECTION 4. The Activities Board shall consist of a faculty member
appointed by the Administration Head, and one repreaentative from each
club and activity to be elected by that club or activity.

'SECTION 6. Any vacancy occurring in the College Council, Activities
Board, or the Student-Faculty Board shall be filled at a special election
within two (2) weeks after such vacancy occurs, except for ex-officio and
appointed members whose vacancies Shall be filled in the manner in which
they received their office.
ISECTION 7. Any member of the College Council may be expelled
from the Council by a two thirds vote of .its members, for misconduct or
neglect of duties.
SECTION 8. Two consecutive absences at any time, or absence from
three meetings of the 'College Council throughout the year shall forfeit the
seat of the delinquent from the council, provided such absences are not
excused by the president of the council at the •first meeting following the
violation" and upon the presentation of sufficient reason. Each delinquent
member shall be notified immediately by the secretary and given one week
within which to present a suitable excuse to the president.
ARTICLE V - DUTIES OF MEMBERS
SECTION 1. It shall be the duty of each member of the College Coun
cil, Activities Board, and Student-Faculty Board to attend all meetings and
to vote upon all matters brought before the council, except when he is ex
cused by , the council because he is personally interested in the matter.
SECTION 1. The Officers of the College Council shall be:
(a) President, (b) Vice President, (c) Secretary-Treasurer. The President
of the sophomore class shall act as president of the College Council. The
Vice-President and Secretary-Treasurer shall be elected by the council by
majority vote. The term of office shall be for one year.
SECTION 2. The officers of the Student-Faculty Board shall be: (a)
President, (b) Vice-President, (c) Secretary, (d) Treasurer. The Adminis
trative Head shall be the President of the Student-Faculty Board. The
Treasurer shall be one of the faculty members.
SECTION 3. The officers of the College Council and the Student_
Facultyßoard shall be elected at the first meeting of their respective organ
izations.
,SECTION 4. The officers of the Actiaaities Board shall consist of : (a)
President, (b) Vice-President, (c) Secretary-Treasurer. These officers are
to be elected by a majority vote. Term of office shall be for one year.
SECTION 1. 'The regular meetings of the College Council, Activities
Board, and the Student-Faculty Board shall be set by each new College
Council, Activities Board and Student-Faculty Board, provided that two (2)
meetings be keld each month.
SECTION 2. The records of all meetings of the College Council shall
be accessible to any student.
SECTION 3. The meetings of the College Council shall be, open to all
students except when provided otherwise by a two-thirds vote of the council.
SECTION 1. The College Council shall consider and act upon such
matters as may be brought before it by the Administrative Head, the
Activities Board, the Student-Faculty Board, or by any student or faculty
member.
SECTION 2. The College Council and the Student-Faculty Board
shall have the power to summon any student to appear before it and conduct
such investigations as it may deem just and proper.
SECTION 3. Upon any investigation held before the College Council
and the Student-Faculty Board, any member of the faculty may be requested
to attend as a witness or to aid the council in such matter.
ARTICLE IX AMENDMENTS
SECTION 1. This Constitution may be amended by either the College
Council or the Student-Faculty Board.
SECTION 2. The procedure for amending the Constitution shall be:
('b) the proposed amendment must 'be communicated to the Student Body
writing;
(b) the proposed amendment must be communicated to the Studen Body
at least ten (10) days before it is to be voted upon by the Student
Council;
(e) the ammendment may then be passed by a two-thirds vote of the Student
Council, unless one third of the Student Body shall petition the Council,
within the prescribed two weeks, to submit the proposed amendment to
a vote of the Student Body. Upon presentation of such a petition, the
Student Council must submit the proposed amendment within ten (10)
days of the date of the petition to the Student Body. If two-thirds of
the Student Body vote in favor of the proposed amendment, it shall
be incorporated in the Constitution.
SECTION 3. Constitutional amendments must be submitted to the
Student-Faculty Board after passage by either the College 'Council or the
Student Body. The decision of the Student-Faculty Board shall be final.
