At a meeting of the Coun cil of Branch Campus Student Governments of Penn State, Norris and John W. Oswald, Un iversity President addressed the group concerning the tui tion issue. The University's budget needs $l7 million, and the go vernor has recommended $3 mil lion, and the University's ad ministrators are working hard to raise,, this figure. Oswald reported that the University will first cut back on what they said was needed, simply not getting the money for cer tain restorations and such. Next they may have to reallo cate funds within the system, taking money from areas rela tively stable and using it where it is desperately needed. As a final step, tuition will be increased. Last year this made up between one-fourth to one-third of the gap after these first two steps. Penn State Veep; WERE CONCERNE WITH QUALITY By DAVID KRAFT Collegian Staff Writer Penn State will be more concerned in the future with the quality of academic pro grams: than with the quantity of them according to Dr. Stanley Ikenberry, Senior Vice-President for Develop ment and Relations of Penn State. "The greatest emphasis will be on continuing to try to strengthen the academic programs of the campus," said Ikenberry. Therefore, according to Ikenberry, the University has no plans for new buildings or faculities at Highacres in the near fu ture . When asked if there will be any cahnges in the alcohol or smoking policy, Ikenberry said, "I do not believe there will be any changes in the smoking policy because our policy is basically to try to comply with the environmental concerns.on smoking. The al cohol policy basically attempt to comply with state laws and until those laws are changed, I do not think we have much of a chouce." Ikenberry spoke about tuition rates. "The major problem in regard to tuition relates to the status of Penn State's appropriation. The overall University budget was projected to go up about eight percent and we requested double that increase in state appro priation in an attempt to hold the line on any further increases in tution," Ikenberry said. The Overnor" has released a recommendation for the bud get of approximately three per centincrease in the appropria tion for Penn State. Penn State officials are presently working with state legislature arid the Governor to attempt to increase the amount of funds made available. Ikenberry said, that the expected three per cent
