The festival, which brings together a great variety of artists- from all over the coun try, is sponsored by the Great er Hazleton Fine Arts Council in cooperation with the Penn sylvania Council of the Arts and the Endowment for the Arts. Colleg There's something for every one at this year's festival. Everitt Binns, Assistant to the Bean of Student Affairs and a co-chairman of the festival, anticipates a minimum of 7500 persons attending the festival this year (last year's attend ance was 5000)., Says Binns, "The festival is one of the high points of the campus year. It shows the community that the -campus is involving itself in continued on page 7 ian Budget falls short UNIVERSITY PARKā€”Gov. Milton J. Shapp in his budget message last month recommended an ap propriation of $106,730,000 for The Pennsylvania State Univer sity for 1976-77. The amount is an increase of $4,022,000 or 3*91 percent in crease over the $102,708,000 appropriated for the current year. University officials last September had requested $118,711,000 or an increase of 15.58 percent over the 1975- 7 6 appropriation. The request included $5,690,000 for medical education programs in the Col lege of Medicine at The Milton S. Hershey Medical Center of the University, urging an in crease in the per capita amount for medical education from the level of $7,465 that has been in effect for a number of years to $lO,OOO. The budget recom mended by the Governor main- tains. the $7,465 per capita amount. SGA elections to be held Elections for the office of Student Government President and Vice-President will be held on April 5. Ballots may be. cast in the Commons from 9to 5 p.m., or in the Bining Hall during meal time. To date, those running are Ron Topolski foii' president with Greg Bianchini as his running mate for vice-president and Ron Brum for president, with John Page as his running-mate for vice-president.
