    On a clear day, if one
closely examines the sky
above our campus, he per
ceives a cloud that threat
ens existing academic ex
cellence with impending
mediocrity.
How is it that such a
cloud could take shape over
an institution devoted to
enlighteuneni? 'What; is tha
nature of this cloud?
This cloud has gained its
ti.biitance from the stagnant
air of existing attitude
•»hich states that Highaeres
is not an integral part of
a univexcii ty, but merely a
preparation for attending
onsto
Although there are phy
sical factors which do con
tribute to this attitude,
the main contributing fac
tor is found inside the
faculty and student body*
Within the faculty one
finds a situation develop
ing, not out of anything
thab could be termed incom
petence for on the contrary
the faculty here is unques
tionably competent, but
from the high degree of
responsibility exhibited by
the faculty is - misguided.
If an instructor finds
himself going slowly at
the start of a tax® because
he feels his students can
not handle the work load,
and then ends the term with
an apology for material not
covered quite ir. the manner
which his professional in
tegrity demands- can it not
then be said that his sense
of responsibility i 3 indeed
misguided?
However, if it is suggest
ed that there is a sensa of
misguided responsibility
within the faculty it must
be shouted that within the
student body any sense of
responsibility or even its
comprehension is completely
lacking.
Listen to some quotes ga
thered from the student
body and judge for your
self. "If I flunk this
course, it is the instruc
tor’s fault! He’s such an
idiot that I can not even
open my text.” Can this
statement indicate any pos
sible comprehension of re
sponsibility? '*lt does not
make a difference what at
tidue exists here. A ma
ture individual can get all
he wants out of this insti
tutiono” Is this responsi
bility that leads to en
lightenment? M Why should I
waste my time contributing
here when next term I’ll be
out at the main?”
Do you think this attitude
can ever make a responsible
contribution?
Now, put the faculty and
student body togetner, and
visualize the type of cir
cular response produced!
Is there any wonder why the
cloud exists?
Believe it or not, I am
not presumptuous enough to
offer a solution to the
problem or for that matter
to even state the problem
is serious. If I did I am
sure I would be widely
sought as an administrator,
for I am sure the problem
is not unique to Highaeres.
However, perhaps, if we
were to talk about it in
the spirit of intellectual
freedom that does exist
here, perhaps that talk
might cause the air to stir.

The Business Office and
Booksstore at the Hazleton
campus operate under the
University regulations.
Since the Business Office
was located in the Sub.,
next to the booksstore, it
is now possible for nearly
full time operation of the
bookstore for the conven
ience of the students and
faculty. Resident Instruc
tion and Administration
budgets are handled in the
office of Mr. Frank C. Kos
tos, director of the campus.
Faculty expenditures are
part of Resident Instruc
tion. Faculty travel ex
penditures must be cleared
by Mr. Kostas. The business
office handles expenditures
affecting these budgets :
Building Operations, Cafe
teria, Bookstore, Student
Union Building Operations,
Health Services, Student
Affairs, Athletic Programs,
and Physical Education and
Health. University policy
concerning discounts on the
sale of goods by campus
bookstores is the follow
ing : "All bookstore sales
must be made at pre-deter
mined prices. Discounts are
not to be granted on any
bookstore sales regardless
of the type ox 4 amount of
the sale." "Restriction
by the university on cash
sales and receipt states:
Cash receipts are not to
be used for making cash ad
vances to employees or
cashing checks." Dean Mc-
Callus is exploring the
possibilities of setting up
a check cashing system in
conjunction with the Stu
dent Government Associa
tion.
