C PSU Urges HELP For Student Loans The University has joined with other Pennsylvania colleges and universities through the Pennsyl vania Committee for Higher Edu cation Loan Plan (HELP) to urge passage of Amendment 1-A to the State Constitution at November elections. President Walker pointed out, in announcing the University’s decision to aid the HELP pro gram, that even though' loans totalling nearly half a million dollars are made by Penn State yearly, more than a thousand ap plications for loans, adding up to more than a million dollars, are turned down yearly for lack of funds. “Rising costs of education and the declining opportunities for students to earn enough to put themselves through college are two important reasons more stu dents are asking for loans,” the President said. “Our experience with loans to students has been good and we would like to en courage more young men and women to borrow to further their education but the money is simply not- available.” Through Amendment 1-A, the HELP Committe hopes that more banks and other lending agencies will provide loan money at low rates and more liberal repayment terms by being guaranteed the loans through a special State fund. The HELP Committee believes that the public needs to be better informed on the Amendment to assure its passage. THINK BEFORE YOU DRINK Pennsylvania’s newest drinking law concerning minors went into effect recently. The act, passed by the 1963 General Assembly, makes it il legal for minors to attempt to purchase, consume, possess or transport alcohol, liquor or malt or brewed beverages. The law provides for a penalty from $25 to $lOO fine or 30 days in jail or both. Three faculty members of the College of Arts and Architecture at the Pennsylvaia State Univer sity will conducted a painting de monstration and discusion at the Hazleton Campus of the Univer sity on Friday. It is one of a series arranged by the university to stimulate stu dent interest in the areas of art, music, drama, and literature. Conducting the program was George S. Zoretich, professor of art; and Bruce R. Shobaken and Stuart H. Frost, both assistant professors of art. The trio in their presentation activated a discussion between the audience and the instructors ention Here SPEAK for the sake of understanding painting as a creative art. They will demonstrate on a personal statement of expression rather than a “how to do it” approach. Professor Zoretich is a grad uate of the university with a bachelor of science and master of arts degrees and has served on the faculty since 1946, initially on the staff of the Dußois Camp us. He works primarily with oils but had done work n watercolor, lithography, and sculpture. Professor Shobaken, named to the faculty in 1958, is a graduate of the Universty of Minnesota where he received his master of fine arts degree. He studied October 25, 1963 First Time Highacres Hosts Conference A fall conference of the Organ ization of Student Government Associations will be held at the Hazleton Highacres Campus No vember 1 and 2. Representatives from the thirteen other common wealth campuses will participate in meetings that are planned for this time. The O.S.G.A. endeavors to. im prove the activities of Campuses of the University and to promote inter-Campus activities. The Hazleton campus has seen much of this work materialized in the inter-campus bowling and chess games of last year. The campus has been chosen to host this group as part of the progress which provides each commonwealth campuses with this opportunity. Since the inauguration of this program, only two other cam puses , have held this honor—-Al toona and the Beherends cam puses. Previously, all such O.S.G.A. functions were held at the University Park. The activities planned for this weekend will include, along with O.S.G.A. meetings, guest speak ers, a buffet dinner and Har vester’s Dance Friday, and a Sat urday . afternoon luncheon in honor of our guests. Along with the Highacres S.G.A., the Hospitality Committee of the newly formed Student Union Board was instrumental in scheduling the plans for this con ference. Professor Frost is also a Penn State graduate and has studied at the Skowhegan School of Painting and Sculpture, Brooklyn Muesum Paintig School, and New York University. He has worked on fresco proj ects, including the famed Land- Grand Mural in Old Main at Penn State, with Henry Varnum Poor and has also done works in oils and watercolor, and drawings. All have exhibited widely and have been represented > in leading galleries.
