November 16, 1955 (Traffic Sit) This is not an example of fair, just, and intelligent government ane is a precedent that should not be followed. Another flaw in the traffic situation here is the regulation which establish— es the Traffic Committee as the board of Appeal for violations. Good govern— ment separates the executive, and judicial branches. Here, however, the very agency that gives you a ticket, decides if you deserve it. This is equal to allowing the state policemen who arrest you to be the judge who hears the .evidence and tries the case, The appeal is not a case of justice, but rather a case of mercy. Lastly, to date the Traffic Committee has no definite regulation setting the time limit for parking at the top of the hill, but leaves this 'to the discretion of the person giving the ticket'. The chairman of the committee is quoted above. It is doubted that such a fantastic policy would weriously be adopted by anyone ) and it is hoped we are wrong. This is like saying that on highway 309, there.is to be no set speed limit but the speed limit will be left Ito the discretion of the person giving the ticket'. You could get a ticket from one officer for going twenty mph and not get one from antther while going seventy mph. The government is completely subject to the likes and dislikes of the enforcing officers and is as completely unaware of such incidentals as justice and equality. Tickets have been given to students who have illegally parked five minutes and have not been given to others who have illegally parked fif— teen minutes.
