New Master Plan Outlines Future of
the PSU, Harrisburg Campus

campus atmosphere at Penn
State, Harrisburg. We want to
establish Penn State as a college
that will attract students who
want to go to a real campus." -

In a formal presentation
January 13 to the college
community, the physical plant
master plan was unveiled by
H2L2 Master Planners, the firm
contracted by the university to
study needs at Capital College.
The three phase
proposal, which outlines the
development of the campus well
into the next century,
recommends that the first new
building to be added to the
campus is a library. In addition
to the library, Phase I will
address circulation problems on
campus, provide for removal of,
the red brick building along the
Penn State University at Harrisburg
eastern edge of campus, provide
new sidewalks between the
campus and Meade Heights area,
and additions to the engineering
laboratory and the admissions
building.

wouldn't be addressed until at
least the year 2,000, according to
Douglas Steele, H2L2, will
include building a conference
center south of the existing
University Apartments,

apartments, building an
auditorium and student union and
completion of the shift of the
driveway away from the Fruehauf
entrance.
An overview of the
campus layout reveals a barbell
shaped property. H2L2,
according to Steele, attempted to
remove the "institutional nature
of the former air force base" by
trying to present a multi
building campus in an acceptable
setting.
According to the
planner's recommendation, the
library will be combined with a
computer center and located
adjacent to the CUB. "The
intention of choosing this
location was to unify the campus
and establish the southeast comer
of the quad. With its slightly
higher elevation, it can stand on
its own to draw people through
the college. "Capital College's
future is a full campus. We
didn't want the CUB out there all
alone," said Steele.
Traffice flow on campus
has always been complicated by
the Fruehauf Corporation's
employees, who have legal right
of way through Penn State. The
plan will address this issue
during both phases. Phase I will
see traffic rerouted at the split in
the drive at the present entrance
HACC/PSU Sign Articulation
Agreement for Criminal Justice

An articulation agree
ment between HACC and Penn
State at Harrisburg was signed
and became effective on January
1, 1987. The purpose of the
agreement is so students can
obtain a four-year baccalaureate
degree in Criminal Justice by
taking at HACC the credit hours
which fulfill the admissions and
graduation requirements at Penn
State at Harrisburg.
There already is a
general articulation agreement
between the two colleges, but
this is the first real effort
regarding a specific program.
"We are interested in forming a
partnership with all professionals
involved in the Criminal Justice
to the east side of campus past
the CRAGS building. Olmsted
Drive will be extended at
Wharton Avenue past the east
side of the Olmsted Building and
directly into the rear parking lot.
"The first part of the present
entrance is attractive," said
Steele, "but as you get to the the
Olmsted Building you are greeted
by a picture of the Fruehauf
Building." The result of shifting
the road will be a more attractive
setting.
In order to have paiking
for library patrons, the red brick
buildings along Olmsted Drive
will be replaced with parking
lots. The intent in not having
the parking bordering on the
library is so the library will
stand on its own and build a
college atmosphere, according to
Steele.
In further addressing
campus pedestrian traffic, new
sidewalks will be installed
between the campus and Meade
Heights housing area and also
field through articulation agree
ments such as this one. We also
want to work with other four
year institutions," said Dr. John
Ramirez, coordinator of the
Criminal Justice program at
Penn State at Harrisburg.
The reason for the
agreement is because there was
really no local four-year ar
rangements in the area.

January 17. However, as
explained by Ruth Leventhal,
provost and dean, the plan is
only a recommendation. No
final decisions have been made
on specific buildings and before
they are, more research is
expected to be done.

its own Criminal Justice
program.
A long planning pro
cess led to the growth of the
newly started program, and in the
future, the program will attempt
to fulfill the training and research
needs of the Criminal Justice
community.
