Page 2 Penn State Football Celebrates 100 Years By Mike Camilli This is a big year for anniversaries. The Statue of Liberty turned 100 and Coca Cola has been around for 100 years. This also marks the 100th year that Penn State has had a football team. But, like Miss Liberty and coke, the Penn State football team seems to improve with age. Back in 1887 when the Nittany Lion football tradition began, the team had to travel by stagecoach to catch the train to Lewisburg. That first game against Bucknell was obviously the start of a good thing. Penn State won 54-0. They might have won by more, but the school could only afford to get twelve players uniforms. Penn State also won its second and final game of the short 1887 season. The Lions beat Bucknell again 24-0. Even Joe Paterno couldn’t complain about that schedule. Things continued to go pretty well for the young Penn State team. But, while they won their share, they also suffered some Student Court Must Be Redefined By Joe Kupec Acting Chief Justice of the Student Court, Doug Richwine, is seeking to redefine the role of the Student Court at Penn State, Harrisburg. In the past, the Student Court was responsible for four areas of university student relations. These included student appeals in reguard to campus traffic violations. The court had the final authority on traffic citations contested by the student body. Under the present constitution, the court has final authority to deny or grant an appeal. Disciplinary appeals were handled by the court. These are categorized as damage claims filed by the university against a student or group of students. The Student court could previously rule on granting or withholding the appeal. Presently this function is being handled by the Office of Student Services. Another area of the Student Court’s jurisdiction dealt with the handling of the Student Government Association Constitution. As covered under the present constitution, the Student court acts as a check to the SGA. Should an individual or group feel that the SGA is overstepping or abusing its powers, the individual or organization may petition the Student Court to prevent further abuse. One of the powers presently held by the Chief Justice of the Student Court is the power to suspend the activities of the Student Government Association for three days. The final area of the Student Court’s jurisdiction, as outlined by the existing constitution, is pretty staggering losses. One of the worst was the 106-0 defeat to the Lehigh Engineers. However, the Lions bounced back, and by 1891 they had won their league (The Pennsylvania Intercollegiate Football League) championship. Perhaps part of the reason for the improvement was the change in uniform colors. The original colors were pink and while. One of the problems that resulted from the football team’s success was all the people who wanted to watch the games. The first stands were built at Beaver Field in 1893. But Penn State continued to win and the number of fans continued to grow. By 1909, it was necessary to build a new set of concrete stands which could hold almost 22,000 fans. By the early 1930’s steel stands were installed which were eventually expanded to seat about 30,000 people. Finally, in 1960 Beaver Stadium was constructed. Since then, its original capacity of 46,000 has been expanded to over 83,000. But there still isn’t enough to interpret the constitution for the SGA. Here the court serves in an advisory capacity based upon their impartial position in relation to the student government. The powers and jurisdiction of the Student Court and student government w.ill be changing during the next two semesters if Doug Richwine’s plans are realized. The language of the existing constitution and ins terpretation in the past have lead to abuses on the part of prior Student Courts *md SGA administrations. Citing the weaknesses of the constitution as one of the major contributing factors which lead to the dismissal of the Student Court for misconduct. Rewriting a constitution and carrying a full load of classes requires a lot of balancing on the part of all parties involved. Recognizing the time limit, the acting chief justice wants to develop several committees responsible for drafting portions of the final work which would be completed in time for ratification by the student body in the Spring Semester election. The new Constitution would define the powers of both the Student Government and Student Court, outlining and defining the offices and responsibilities of office holders in both organizations. This process will take the better part of two semesters. Recognizing that the campus experiences a turnover every two years in the student body and the importance of involving all facets of the campus population in the process of writing the new constitution has lead Richwine to introduce novel ideas in the initial process. It’s possible the stadium may still be expanded to eventually hold 120,000 fans. A large part of the reason Penn State football has such a following is the history, tradition, and integrity behind the program. Penn State has not had a losing season since 1938. The Lions have finished in the national top ten for 14 of the last 19 years, and over the last hundred they have compiled a sworn in and will work with the acting chief justice in order to insure continuity in the formation of the new constitution. Another recommendation is to involve representatives from Meade Heights. Church and Wrisberg Halls, The University Apartments, commuting students and graduate students in the Student Governme.nt Association. Each of these groups would then have a voice during the writing of the new constitution. Campus organizations will be affected by this process. Presently the constitution of any campus organization is reviewed by the SGA. Under the planned changes the Student Court will review charters for new campus organizations and develop guidelines for examining the constitutions of all campus organizations. This is intended to prevent abuses which have developed from liberal interpretation of the existing constitution. As an upper division two year school the Capital College has a unique student population. Richwine’s goal is to involve the different elements of the campus population in the constitutional process in order to develop and promote a Student Government Association and Student Court that will actively serve the needs of that population. record of 604 wins, 268 losses, and 40 ties. Penn State has produced S 3 All-Americans and 16 Academic All-Americans. Academics as well as athletics is stressed at Penn State. In fact, almost 90% of the football players graduate. All this, however, is not in the past. Penn State football has a bright future. The team is off to a 3-0 start this session, and they are ranked fifth in the nation. The two shot series, given interdermally, are given 30 days apart. The price is $7.00 per injection. To continue the protection, the shots are repeated in two years. Appointments for injections can be arranged by calling Dr. Kammerer at the medical center at 531-8161. Kammerer warns that these shots do not mean a person bitten by a rabid animal should ignore it. If bitten, you should still go to the hospital for more serum.
