Jones The Capitol Campus library is about to gain an additional 5000 square feet of floor space from the annex now- being constructed at the Northeast end of the Olmstead Building, but Head Librarian Dr. E. Jacob isn't jumping for joy. He sees the single story pre-fab structure as a compromise to the real problem, an inefficiently laid out library. "We should have a new library," said Dr. Jacob, because there are many, many thing's wrong with having a library right in the Main Building." He said that the lay-out of the present library is inefficient in that it "impairs service." The card catalogue is a great distance from the reference room according to Dr. Jacob which he sees as illogical according to library standards. Also, when new books are checked in, one librarian needs the records at one end of the library while another librarian needs them elsewhere. South America Needs Pioneers By Doug George Peru is a nation to be developed, said Dr. Fernando Belaunde Terry, the last constitutional president of Peru, last Friday afternoon in the Gallery Lounge. With 50 per cent of the country undeveloped it offers pioneers a chance to be founders. There is a problem in South America today because of urbanization without industrialization, Belaunde told the Regional Planning Program conference of architects and planners. "There are dozens of other examples," said the head librarian. "This (the present library) was never intended as a library, it's just a makeshift, an improvisation." However, Dr. Jacob said there is presently a building crunch in effect restricting the building of new structures. To further complicate the problem, he said the building of a library for Capitol Campus has been placed on a relatively low status in comparison with other Penn State expense allocations. But the annex will help to "relieve congestion to some extent," he said. The new structure will contain bound journals and some books. Furthermore, if in the near future the college still cannot afford to construct a new library, the metal pre-fabricated annex could be dismantled and enlarged. But, according to Dr. Jacob, "It won't solve the problem entirely, only a new building will do that." Everyone is poorer because of the unemployment and the squatters must resort to peddling and dealing in contraband to survive, he said. Belaunde said the solution for the shantytowns lies in 3 simultaneous actions. 1. Try to induce people to come and be founders of new Cities. 2. Relocation of the shantytowns to a more successful social and economic environment 3. Regional and continental planning. ~ ~; ffl!E=l Penn State Univers Hager Discusses Senator Henry Hager said he favors cutting employees from state jobs and funding the state related institutions in a speech here on Tuesday. Hager also discussed other issues and answered questions from an audience of about 24 people who showed up to hear the candidate. ' Hager said he was against a property tax for education since there is no relationship between them. He also said a property tax will hold back economic advances, and may be deemed unconstitutional as it has been in other states. South America is a undeveloped source of energy, Belaunde said. Natural gas and oil, hydro-electric and geo-thermal power sources are all available, waiting for the technology for developement. There are also many other natural resources available in South America, he said. Belaunde concluded by saying that his generation failed to solve the problems involved in the developement of Peru and he hopes the new generation can. He said he does not favor public funding of state elections since it would lead to dispersonalization of the candidates. Hager said he was against a Corporate Net Income Tax that would force a company to pay a tax before a net profit was established. Concerning abortion he said, "It should be a matter between the woman and her physician." Hager explained his reasons for entering politics as being related to the corruption and injustice that he has seen in the state government. He blamed the problems on Dark Politicians who are more concerned with their personal lives than the responsibilities to their jobs. He said if he is elected there will be major changes in the state government to cover deficiencies that he has observed. Weekend Weather The National Weather Bureau in Harrisburg predicts cloudy skies and a chance of rain with the temperature in the mid-sixties for Friday. Saturday and Sunday should be partly cloudy with temperatures in the mid-fifties. More rain is likely Sunday night.
