CAPITOL CAMPUS READER Vol. 7 No. 7 THOUSANDS RALLY ON CAPITOL STEPS Win. D. Kelly Stiff Writer HARRISBURG. PA.: On Tuesday, November 15, 1977, the culmination of three weeks planning came to an end with the convergence of students from State-Related Universities on the steps of the Pennsylvania State Capitol. A vocal crowd, estimated by Capitol Police at "over 4,000",. arrived shortly before noon for the mass rally. Students representing Temple, Pitts burgh, Lincoln, and Penn State Universities were on hand to listen to a variety of speakers, including Govenor Milton Shapp; Joseph Manderino, House Majority Leader; and Robert Butera, House Minority Leader. The Governor stated that the budget was approved by him and sent to the legislature last March. Then Represen tive Manderino, came before the crowd claiming he had not received any help from the opposing party. Finally, Representive Butera claimed that the Republican caucus was not responsible for failing to fund the Universites. All of the speakers praised the students for their concern, and for taking action to have their views known even through the crowds jeers and boos. Master of Ceremonies from Temple Cliff Goldstein summed up these speakers remarks by using the rally Capitol Campus Pen cry of "Pass the Buck." He said the Governor blamed the Legislature, the Democrats blamed the Republicans, and the Republicans blamed _ the Democrats. Goldstein came back by saying, Today we're seeing a prime example of Passing the Buck"- to the cheers of the chanting crowd. Other speakers at the rally were Grant Ackerman President of Penn State-Unversity Park Student Govern ment; Bernie Payne, President of the University of Pittsburgh Student Government; Linda Weaver, Rally Coordinator, from Penn State-Capitol Campus. There were also student speakers from Temple, and Lincoln Universities and from faculty, admin istration and the community. Towards the end of the demonstra tion a group of students tried to rush the Capitol doors. The incident was handled by Student Marshal; without injury or arrest. All in all, the demOnstration was seen as a success by the organizers. Statements received from the Capitol Police and other Capitol Employees complimented the coordinators on their planning and the generally well behaved crowd. The rally ended at approxinately 2:30 P.M. with the orderly return of students to their buses and back to their respective universities. -op: MOI2iMf:MiM!!!Mt±m=OE State University November 17, 1977 When the Schools Society Dies ladiM43lM In accordance with fire and panic regulations of the Commonwealth of Pennsylvania, a fire drill will be conducted in the Main Building of the campus on the afternoon of November 21 (rain date November 22). A complete evacuation of the building is mandatory. All persons should plan to leave the building by the closest exit. Faculty members and staff personnel should ensure that all windows and doors in their respective rooms are closed at the time they exit the building. If at the time of the drill you happen to be in a location other than the one where you have left your personal belongings, you should exit the building from that point. Do not return to another part of the building in order to pick up personal belongings such as coats, books, etc. A signal will be given once the building has been completely cleared, indicating that individuals can re-enter the building. Bulletin I The Pennsylvania State Senate last night defeated the proposal increase in the personal and corporate income taxes by a vote of 20-26. Before the vote was taken. the amendment reducing the amount of the increase was withdrawn without a vote.
