James D. South (“Jerry”) 11,
former Assistant Dean of
Student Affairs, has been named
Director of Student Affairs at
the Capitol Campus. The
announcement of his
appointment was made by
Robert E. McDermott, Provost.
In his new position, Mr.
South will be responsible for
supervising the operation of the
Counseling and Placement
Centers, the Health Services,
Recreation and Athletics
Program and Student Activities.
In accepting his new
appointment, Mr. South
observed, “We plan to expand
our programs and services so
that they will greater enhance
the learning opportunities
available to Capitol Campus
students.”

James D. South, Director of
Student Affairs, has announced
the appointment of two new
staff members.
Agnes Hayes Green has been
appointed Coordinator of
Student Activities and Reuben
M. Smitley is joining the staff as
Coordinator of Recreation and
Athletics.
Ms. Green comes to Capitol
Kappa Delta Phi Honor Society
and the African Heritage Studies
Association.
Ms. Green holds membership
in the numerous professional
organizations including the
Campus from the University of
Illinois where she had served as
Assistant Director of the
Afro-American Culture Center
since January, 1971. She also
had held positions in the
Admissions and Records
Division and the Illinois Union at
that university and served as
Program Coordinator of the
Student Union at the North
Carolina Agricultural and
Technical State University in
Greensboro, North Carolina.
She holds a bachelor of
science degree from North
Carolina Agricultural and
Technical State University and a
master of education degree from
the University of Illinois. She
also has done doctoral studies at
the latter institution.
Changes, Changes, Changes
Mr. Smitley has had extensive
experience in instructing and
directing recreational and
athletic programs. Former
Superintendent of the Carlisle
Parks and Recreation Board, he
served in a similar capacity in
Waverly, New York. He has
served as a consultant to Derr
Carpenter and Associates and as
a part-time instructor at the
Harrisburg Area Community
College and the Public Service
Institute.

Smitley is a graduate of Point
Marion High School and received
a bachelor of science in
recreation education from Penn
State in 1962. He holds
membership in the National,
Pennsylvania and New York
Recreation and Park Societies
and is active in many
community organizations.
Dr. George D. Wolf, head of
the Division of Humanities,
Social Sciences, and Education
at the Capitol Campus of The
Pennsylvania State University in
Middletown, has been named
dean of facutly at the campus.
His appointment was
approved by University trustees
at their meeting in University
Park on Friday.
Dr. Wolf replaces Dr. Richard
H. Heindel who is returning to
full-time teaching and research.

Two professors from Penn
State’s Capitol Campus were
selected to present papers at the
International Symposium on
Educational Testing which was
held recently at the Netherlands
Congress Center, The Hague,
The Netherlands.
Dr. Robert J. Lesniak and Dr.
David O. Ongiri, assistant
professors of education,
presented papers on “The
Classroom Behavior Task:
Strength and Sensitivity,” and
“Testing in the Informal
Setting,” respectively. Penn
State’s Capitol Campus was the
only higher education institution
to have two professors selected
to participate in the symposium.
The main objective of the
forum was to present
interdisciplinary discussions on
the problems of educational
testing and the uses of testing. It
was attended by more than 350
educators from 16 nations.

A Capitol Campus professor
has been named to membership
on a national committee of the
American Statistical Association.
Dr. Kenneth W. Masters,
associate professor of social
science at the local Penn State
campus, has received word of his
appointment to the Ad Hoc
Committee of Professional!
Standards of Subnational
Statistics. He also serves as
chairman of the Committee on a
Social Science Casebook for
Applying Statistics to Public
Problems for the national
association.

Dr. Irwin Richman, chairman
of the Social Science Program at
the Capitol Campus of The
Pennsylvania State University,
has been promoted to the rank
of full professor.
His promotion to professor of
American Studies and History
was announced today by Dr.
George D. Wolf, dean of faculty.
It was effective July 1
Stoned Valley or Starchy Rides Again
The news read:
Approximately 30 student
organization leaders from
Capitol Campus will attend a
three-day workshop in
leadership training at Stone
Valley, a university-owned
mountain retreat in Huntingdon
County.
Participants in the workshop,
scheduled from August 17
through 19, will include
presidents of campus
organizations, members of the
Student Government
Association and other students
who serve as members of various
campus committees.
The sessions will be directed
by Jerry South, Director,
Student Affairs, and will focus
on helping students understand
the responsibilities associated
with their respective leadership
positions.
It went like this: Hours of
Resident Assistants’ meetings,
Student Government, Finance
Committee, President’s Council
meetings, Leadership workshops,
If only all, the world could see.
In each man’s soul sensitivity.
What a peaceful race, we could be.

Problem-solving, and Task
workshops. And then we went
back to work making expenses
meet incomes and budgeting
accounts. Helping organizations
find new alternatives to raising
funds, suggesting the use of
campus facilities and sister
organizations especially, Campus
Media.
Questions and answers with
Dr. Dressier, constitutional
revision plans, radio station,
yearbook, and Black Student
Union Plans, ideas, reports,
individuals, organizations,
purpose, understanding,
frustration, confidence,
awareness, unity, hesitancy, and
hope. Hope for a better Capitol
with all the ingredients it takes
to rebuild a college where we all
want to be, where everyone will
give a damn and work hard to
make it happen.
Then we’ll party - and party
we did with the Stone Valley
Chip Kickers Band. Real chip
kickin’ music. Plus a substantial
amount of party makin’s and a
lot of relaxing with each other.
So much relaxing that one of
us even floated off to a sleepy
relaxation under the stars - Go
Starchy!
