On March 27, a federal
district court in Washington,
D.C. ordered the U.S. Office of
Education to take a major step
toward releasing $25 million in
veterans cost-of-instruction
funds -- the so-called "Cranston"
amendment funds.
The court ruled that the
Office of Education must
publish regulations in the
FEDERAL REGISTER no later
than April 16, 1973. USOE was
also ordered to accept
applications from colleges,
process them diligently, and
approve those which are
qualified, before June 30.
While the court did not rule
specifically on the issue of
release of funds, attorneys for
the colleges feel that there is a
strong implication that the funds
will be released. The suit was
filed in district court on behlaf
of the National Association of
Collegiate Veterans, the
Community College Section of
the California School Boards
Association, and the
Commonwealth of Pennsylvania.
Further court action will be
taken if necessary.
At the present time both the
House of Representatives and
the Senate Appropriations
Subcommittee on the Labor-
HEW Budget are reviewing the
President's request that Congress
repeal or rescind the $26 million
that was appropriated last year
for the veterans
cost-of-instruction program.
While some observers feel

On Saturday, April 28, there
( will be an Open House-Air Show
a t Harrisburg International
'Airport. The exhibition is free
and open to the public.
Highlighting the show will be
a display by the Airforce
Thunderbird Team, utilizing
RF-4s. The exhibition of flying
skill begins at 2:00 p.m. Other
'displays of aircraft begin at
!11:00 a.m., although the RF-4
show is the only flying exhibit.

An Explosive Situation
Security Chief James Paul has
announced there is a "situation
on campus" which should be
curtailed; the extensive usage of
lighter fluid cannons and
firecrackers.
He said person exploding
such "extremely dangerous"
devices will be prosecuted if
apprehended. Mr. Paul
emphasized that usage of such
devices are against state and
university laws.
Faculty Council
Membership Expands
Last week, the faculty voted
to expand the membership of its
representative body, the Faculty
Council, to nine faculty and
three students. The tally was
52-25.
Dr. Thomas J.Knight, the
present Council Chairman, said
with more than
. two-thirds in
approval, the amendment to the
Council's constitution passed.
Provost McDermott must grant
approval before the measure is
formally adopted, in compliance
with the Council's Constitution.
Currently, seven faculty and
two students are full voting
members.
Council members have
tentatively scheduled elections
by mail ballot, the voting to end
in the first week of May. Six
seats will be up for grabs
providing the Provost approves
the amendment.

Recently, the faculty elected
Dr. Carolyn Dexter to serve on
the University Senate for a term
for 1973-77.
Also, Capitol's senators
(Conover, Dexter, Hartzler,
Knight, Poore and Richards) met
and elected Dr. Thomas Knight
as Senate Council
Representatives and Dr. Winston
Richards as Representative on,
the Intra-University Relations
Committee of the Senate.
